Bhalla writes to PMO to include 3,000 jobs for migrants in central sector | | | Early Times Report Jammu,July 28 : Even though not a single youth belonging to the Kashmiri displaced families,selected for Government jobs,has not yet joined the departments in the valley because of the ongoing turmoil,the Minister for Revenue and Relief,Raman Bhalla,is said to have sent his request to the centre that the remaining 3,000 jobs,which had been kept in the state sector,be also included in the central sector. Official sources said that Bhalla has conveyed to the Union Government that as a result of financuial stringency and limitations imposed by the provisions of the state constitution the state Government was not in a position to meet the wage bill of these employees.It may be mentiond here that under the Prime Minister's employment package for the Kashmiri migrants 6,000 posts had been reserved in the state departments for the educated youth belonging to the displaced families.The centre was to foot the expnses for 3,000 poosts and the state had to meet the wage bill of the remaining 3,000 posts. Bhalla has conveyed to the centre that since the number of unemployed youths within the displaced people had touched over 17,000 there was need for absorbing as many migrant youths as possible in the Government services. In reply to a question the Government sources said that so far the appointment orders had not been issued in favour of those youths who had been selected for the posts because of the current turmoil in the valley.Asked to explain the reasons for it the sources said that once the orders were issued the selected candidates had to join the duties within a period of 21 days failing which the appointment orders were to be cancelled and issued in favour of those who have been kept on the waiting list. Asked whether the state Government would consider the suggestiobn made by Chairman Panun Kashmir,Dr Ajay Chrungoo,that the posts reserved for the displaced people be shifted to Jammu till normalcy returned to Kashmir the sources said that if it was done it would defeat the very purpose of the Prime Minister's,employment package. The sources said that when the Prime Minister had formulated the employment package he had in his mind the problems that were being faced by the internally displaced people.The purpose of the employment scheme was to give economic incentives to the displaced youths who were keen to return to Kashmir. However,Ajay Chrungoo and leaders of other Kashmiri Pandit organisations have stated that the current atmosphere in Kashmir was not conducive for the Pandit youths to join dusties in the valley.At present the community leaders seem to be divided while the majority are opposed to posting their wards to Kashmir some of the unemployed youths have given in writing to Bhalla that they were prepared to serve in Kashmir.It is in this context that Bhalla has advised departmental heads and commissioners to post the Pandit boys and girls at the district and tehsil headquarters.He has suggested to them not to post any migrant youth in offices or educational institutions in the farflung areas of the valley. Official sources said that soon after the situation improved the appointment orders would be issued to the selected candidates and the process of selecting the youths for the ramining 1,000 posts will be started.(eom)
