Commoner unmoved by PDP `chorus’ | `Guard Human Rights inside secretariat not at its gate’ | |

Jammu, July 29: Strange are the ways of politicians. When out of power they pursue what they should be actually pursuing while in power. When National Conference was out of power, it used to ridicule and criticize the Peoples Democratic Party (PDP) led coalition for its `shameful’ record on human rights. The National Conference is now in power and the PDP takes it to task for `alarming increase’ in human rights violations. Why do these politicians forget human rights while in power? Today PDP president, Mahbooba Mufti held a demonstration outside the civil secretariat. She even locked the main door to `give the Chief Minister and others a feel of being in prison’. Mahbooba ended her `political drama’ after two hours and as expected talked to the media persons. She accused the Omar led government of unleashing a reign of terror. Surprisingly Omar also had accused PDP government of letting loose a reign of terror. However, the real story comes to fore by looking at the probes ordered by National Conference and PDP led coalition during their respective regimes. If the number of probes ordered into human rights abuses are any indicator then both NC and PDP are perpetrators. Dr Farooq Abdullah returned to power in 1996 after six years of hibernation in England. During his tenure he ordered as many as 40 probes into human rights abuses but all in vain. At one point of time he was seen pleading in New Delhi about the necessity of bringing the erring men in uniform to justice but on other occasions his government was found involved in fudging reports submitted by enquiry officers and forensic experts. Following the massacre of 35 Sikhs at Chittisinghpora, the police claimed killing of five `foreign’ militants involved in the massacre at Panchatalan in Anantnag district. The DNA samples of the slain youth were taken to ascertain their identity when the people contested the police claims. The reports were fudged. This was followed by change of guard in the state. According to official data, 71 probes were ordered by the coalition government since November 2002 to August 2008. The officials said reports had been received in 29 cases and action taken against violators in 15 cases. In the remaining 14 cases, no action had been recommended by the authorities concerned. But according to independent sources action was taken in just six cases. A total of 43 Judicial/Magisterial/ Administrative probes were ordered during Mufti Sayed’s 3-year rule. Action was taken in 4 cases. However, the action taken against the guilty surprised and shocked the people. The guilty officers were reinstated. Twenty-eight probes were ordered by Ghulam Nabi Azad’s government. Action was taken in 2 cases. One was stayed by a court. Today’s `drama’ outside the civil secretariat has not impressed the commoner. A cross section of the people saw no difference between NC and PDP. “Both shed crocodile tears over the plight of people while they are not in power”, Abdul Rehman a business man said. “Human rights must be guarded inside the secretariat not at its gates”, he added.
