APHC leadership believes Kashmir settlement key to peace in valley

Jammu,July 30: The separatists do not seem to believe that the situation in the Kashmir valley may register marked improvement if all the detained political leaders were released alongwith those youths who had been arrested on charge of pelting stones on the security forces.
A senior APHC leader,Prof.Abdul Gani Bhat,said "I do not think that the situation in Kashmir will improve if the detained people were released."Asked why then the demand for the release of detained leaders and arrested youths had surfaced in the valley Bhat said "it is but normal to demand their release when they had simply been fighting for a cause without indulging in violence."
Bhat explained that the basic factor responsible for the current spell of turmoil and unrest in Kashmir and the 20-year long trouble in the valley was the issue of Kashmir."If you understand the complexities of the issue and then address it with a spirit of flexibility you can ensure peace and normalcy in the state,"Bhat said adding that without settling the Kashmir issue political and economic sops cannot restore peace and normalcy to the valley.
He said if 17 youths were killed in police firing they were agitating not against unemployment or poverty but against delay in the settlement of the Kashmir issue.
Bhat said that what could be the outcome of the Government's plan on getting these killings probed by a judicial commission when the main issue or the irritant st ands unresolved and unmoved.He endorsed the stand taken by the party Chairman Molvi Farooq who described the judicial commission having been set up by the state Government as an "eye-wash."
Bhat again suggested to Delhi and Islamabad to restart Kashmir centric dialogue.He wanted the two sides to discuss the issue with a spirit of flexibility and any sign of obduracy on the part of either Delhi or Islamabad may not lead to some settlement of the Kashmir issue.He said once the Delhi-Islamabad talks progressed Kashmir leaders who represent the aspirations of the people of the state needed to be involved in the talks.
Bhat said any billateral agreement between India and Pakistan cannot end the turmoil in Kashmir as has been the case in the past.He said hence the Kashmir issue can be sorted out through triangular and not bilateral dialogue.He said once the Kashmir issue was settled other issues pertaining to the Siachen glacier or water or Sir Creek would automatically get resolved.
