Kapur eyeing post of Election Commissioner of India | | | Early Times Report Jammu, July 30: Surrounded by a hostile environment around him, chief secretary S S Kapur is lobbying for getting a berth in the Election Commission (EC) of India."He wants to move out of J&K as he does feel comfortable with at least three of his juniors, all commissioners/secretaries," official sources said. Sources said Kapur was eyeing the post of Election Commissioner after the elevation of S Y Qureshi as Chief Election Commissioner (CEC) in place of Navin Chawala who had retired. The chief secretary was feeling unconfortable with chief minister's principal secretary Khursheed Ahmed Ganai, financial commissioner (home) Verghese Samuel and GAD comissioner/secretary Basharat Ahmed Dar, the sources added. Sources said to get into the EC office, Kapur had been spending much of his time outside J&K in New Delhi for the past few months. He was hopeful of becoming country's election commissioner as the post had fallen vacant after Qureshi's promotion to the top post.If Kapur succeeds in his efforts, the post of chief secretary would fall vacant in the state. Though there were many commissioner/secretaries in the race to become chief secretary, Anil Goswami was likely to occupy the top administrative post given his seniority and vast administrative experience.
