Congress equally responsible | | | EARLY TIMES REPORT JAMMU, Aug 1: The Congress, reports say, has put the Omar Abdullah led Government on notice after it has come to the conclusion that the National Conference led Government has not been able to handle the current Kashmir situation. The congress is upset over the handling of the situation which had encouraged separatists in calling the shots and receiving full support from the people for their calls for shutdown and street protest rallies. The Congress, without mincing words, seem to be unhappy with the Chief Minister's performance which has given rise to a situation in which the administration "is invisible." Therefore, Omar Abdullah has been put on notice and advised to improve his performance so that the current wave of violence was checked. The way the Congress has criticised Omar Abdullah led Government is no less amazing because the Congress shares power with the National Conference. Hence if the state Government is blamed for its failure to handle the situation the Congress has to share the blame equally. By putting Omar Abdullah on the notice the Congress seems to try to play safe and convey to the people that whatever mistakes the state Government had committed the fault lay with the National Conference. For any success or failure the Congress and the National Conference have to share the responsibility together. A bunch of disgruntled Congress leaders from the state cooling their heels in Delhi for persuading the party high command to axe PCC Chief, Saif-ud-Din Soz, is another instance of internal feud that has plagued the party unit in Jammu and Kashmir. Right from the day the National Conference and the Congress assumed power in the state the Congress has been rocked by a battle between the loyalists, headed by Soz, and the dissidents led by Ghulam Nabi Azad. The result of the conflict cast a thick shadow on the performance of the coalition Government. The Congress expects Omar Abdullah to counter the campaign having been launched by the separatists. But the same congress leadership has not suggested to its state unit to strengthen the hands of Omar Abdullah in blunting the activities of the separatists. Even the state unit of the BJP has criticised the Congress for having remained silent over the demand of the National Conference seeking restoration of greater autonomy, withdrawal of troops and the repeal of the AFSPA. And if the BJP has accused the state Government of demoralising the security forces it is not incorrect. Right from June 11 incident the ruling National Conference leaders besides the ministerial colleagues of Omar Abdullah had been blaming the security forces for human rights violations. This had forced the security forces to be on the defensive. The state Government and the centre should have realised the gravity of the situation of the situation in Kashmir following reports indicating that activists and leaders of Lashkar-i-Toiba have asked the separatists and their supporters to intensify the level of violence in the valley. As such demand for greater autonomy and repeal of AFSPA were not going to force the Lashkar activists and other militants to abandon their plan of kicking up subversive violence. The Congress high command needs to discipline the dissidents in the party in the state so that as one unit it is able to strengthen the hands of Omar Abdullah. As far as Omar Abdullah is concerned he needs to avoid making any fresh commitments of the type he made when he said "I will never the repeat the mistake of calling in troops ." The situation is getting out of hand and if there was no let up in violence the state Government may have to seek assistance from the Army and if that happens it would yet another instance of Omar's violation of his commitments. |
