JAMMU, Aug 1: The District Development Commissioner Udhampur has ordered a probe against Medical Officer, PHC Mougri through Crime Branch in the financial irregularities in construction of additional rooms for Dental Section at PHC Mougri in Udhamopur district.
In his letter to Deputy Inspector General, Crime Branch, Jammu, Deputy Commissioner has made a reference to a letter written by MLA Reasi, Baldev Raj Sharma on May 7 this year in which he (MLA) had alleged that poor quality of work with regard to construction of additional rooms for dental section at Moungri constructed under Rogi Kalyan Samiti (RKS).
The MLA has also made a complaint that the expenditure has been incurred without observing the codal formalities and statutory norms.
The DC also pointed out in the letter that the Committee constituted by him under the chairmanship of Additional DC, Udhampur to investigate the matter and submit the factual report has also established that a large scale financial irregularities were made during the construction of additional rooms for dental section of the PHC.
The DC besides the investigation has also sought action under J&K CSR against the erring officer.
Earlier the concerned MLA in his letter to Chief Medical Officer, Udhampur has also alleged that the quarterly meetings of RKS were not being held since his election as MLA.
He said the only one meeting was held on the persistence of MLA on May 3, this year. He said the issue of irregularities has been raised by him in various meetings including in the District Development Board meeting. The MLA said that in the meeting it has surfaced that huge amount has been spent in construction work of Dental/ Laboratory Section in PHC Mongari by the persons who have no knowledge of engineering know how besides lacking the other codal formalities must for construction of Government works.
It said a three member Fact Finding Committee comprising Chief Medical Officer, Udhampur, Executive Engineer, PWD, Udhampur and Account Programme Manager CMO Office Udhampur was also constituted for investigation to ascertain the facts about the siphoning of the public money.
Earlier the DC has constituted a three member Fact finding team headed by Additional DC to probe into the irregularities. The other members of the committee included Executive Engineer, R&B Division, Udhampur and Chief Medical Officer, Udhamour.
The Committee in its report has said that as per the National Rural Health Mission (NRHM) no new construction is allowed while the two new rooms have been constructed for dental/ laboratory section in total violation of GOI guidelines.
Besides the MLA being the chairman of RKS has not been taken into confidence at the time of approval to the construction of the work.. Moreover the minutes of the meeting were to be circulated which was not done and this also amounts to violation of guidelines.
The report alleged that excess payment to the actual quantity consumed in every item has been drawn as per the assessment made by the Executive Engineer PWD, Udhampur, besides the carriage of material from Udhamour to Mougri has been charged at higher rates.
It said that an amount of Rs 3.19 lakh has been drawn for civil works whereas the work done estimate prepared by the Executive Engineer R&B Udhampur, the actual progress of the work comes to Rs 1.60 lakh only. Moreover no muster sheet of the labour for the construction of said work has been prepared, the report added.
The DC has also placed the concerned Medical Officer under suspension. |
