Rehabilitation of former militants can be tricky | | | If one believes in what Chief Minister,Omar Abdullah,has conveyed to the Prime Minister,Manmohan Singh,and his three cabinet collegues one is led to believe that the current wave of violence is the result of anger being expressed by those former militants,who after having completed their sentences,continue to be unemployed.From time to time these militants,besides those who had earlier surrendered,had been promised that they would be rehabilitated provided they gave up the path of violence.While some of them had been,a few years ago,recruited in the police and the paramilitary forces,others were unable to get jobs as he state and the central Governments had fears that they may commit a mischief while serving in the security forces.In addition to this the state Government had neither the resources nor the vacant posts for providing jobs to the former militants.Also,the Government wanted the centre to help the state in formulating a comprehensive policy regarding the rehabilitation of all the former militants who are jobless. Between 1994 and 2000 some of the militants,who had failed to get jobs,had been lured back to their parent outfits which made up for the loss of manpower in the rebel organisations. And Omar and his administration have received reports from the field agencies that majority of those who had been arrested on charge of pelting stones on the security forces during the last over two months were none but the former militants who had been paid for being part of the crowd staging violent protest demonstrations in Kashmir.Besides this Omar Abdullah has come to believe that the level of anger in Kashmir could get diluted if these former militants were rehabilitated alongwith those over 5,000 Kashmiri youths,who had crossed over to Pakistan in early 90's for arms training,and were keen to return to the valley and lead a peaceful life.If the Chief Minister is convinced that r ehabilitation of former militants could end the turmoil there as no harm in experimenting with his suggestion.On one side Omar Abdullah says that the situation in Kashmir needs political solution and on the other he seeks economic sops for ending the problem of unemployment.Actually when he talks of political package he has in his mind the old National Conference demand for restoration of greater autonomy.Besides this the Chief Minister wants the Government of India to r esume talks with Pakistan and with the Kashmiri separatists.Since the mood in the separatist camp is upbeat because of their success in seeing their writ running in the valley they are not prepared and willing to talk to the centre.Hence the situation has to be tackled with firm steps so that separatists had no ot her alternative but to respond positively to centre's offer for talks.Well Omar Abdullah needs to work out a system which would ensure that those former militants who were rehabilitated by engaging them in gainful employment did not commit any mischief or were not in a position to indulge in subversive violence.Whatever economic and political concessions are to put in force in the st ate the centre needs to discuss the issue with leaders from Jammu and Ladakh provinces.Hitherto an impr ession has gone round that the main problem exists in Kashmir only.As far as political and economic empowerment are concerned people in the Jammu and the Ladakh regions have remained neglected.This discrimination has to end otherwise one will believe that whosoever takes a gun or a stone in his or her hand will get the reward.
