| After SSP, DC also transferred out of Samba | | Cabinet orders transfer | | EARLY TIMES REPORT
JAMMU, Aug 3: Over a week after violent protests over the alleged police involvement in theft and smuggling of cattle at Samba, the state cabinet today ordered the transfer of deputy commissioner, Samba, Saurabh Bhagat too.
SSP Raghubir Singh was attached and transferred late July 26 night and SSP, PCR, J L Sharma had taken over as new Samba SSP to control the situation.The day-long protests at Samba on July 26 had led to violent clashes between police and demonstrators, leading to total failure of the police and administrative machinery. An additional SP, several cops, duty magistrates and locals were injured in clashes, while divisional commissioner Pawan Kotwal and IGP Ashok Gupta, known for
his administrative capabilities and controlling mobs under worst circumstances, were continuously heckled by the agitated people.
After Raghubir's attachment, tempers had cooled down and people had agreed to call off their stir.
However, on July 27 morning, people again held a demonstration, this time against cops who had allegedly broken the locks of their shops and business establishments and passed urine and stool there. These cops were also alleged to have indulged in theft of dry fruit and soft drinks from the shops.
JL Sharma had, however, immediately reached the spot and pacified people.
Official sources said after Raghubir's transfer, people were also demanding the transfer of DC Bhagat.
The cabinet, which met in Srinagar today under the chairmanship of chief minister Omar Abdullah, ordered the transfer of Bhagat and posted him as additional secretary, information technology and
ex-officio executive officer, e-governance, relieving Talat Parvez of the additional charge.
Jammu Municipal Corporation (JMC) commissioner Mubarak Singh is the new DC, Samba. He would, however, continue to hold the additional charge of JMC commissioner till a new commissioner was posted there.
ARI and trainings secretary Jeet Lal Gupta is posted as social welfare secretary for which he was holding additional charge.Agriculture production department secretary Mohammad Shafi Rather is ransferred and posted as deputy commissioner, Kupwara, replacing Shoukat Ahmad Mir, who is posted as special secretary, housing and urban development department vice Rita Parmoo, who would report to GAD for further posting.
