More forces to be sent to Kashmir if violence peaked

JAMMU, Aug 4:
In a bid to contain unabated violence in Kashmir, the state as well as central government has decided to initiate firm measures.
During the current turmoil in valley certain things have started giving severe aches to the union and the state Government.
The growing instance of absenteeism of men in the police and the civil administration is one such factor which is a big cause of worry for the state government.
Initially the entire police force deployed in the valley had remained active in the field but of late it had started buckling under pressure after separatists and protesters issued threats to them and to their family members.
In certain areas, the houses of police employees have been attacked in an attempt to create added scare among the men in khaki so that right from the constables to the higher officials skip their duties.
Similarly the attendance recorded in various Government offices during the last two months has ranged between 25 to 50 per cent.
The employees too have received threats which had forced them to stay indoors.
While the Government has decided to bank on the additional forces that were being rushed from Delhi and from Jammu for meeting the situation it has yet to find a solution to absenteeism in the civil secretariat and other Government offices.
Reports said that the Union Home Ministry has assured the state Government that in case of need more companies of para military forces would be sent for tackling the situation.In the meantime the Government has decided to call in the troops in case the situation demanded.
Chief Minister, Omar Abdullah, had decided not to call in troops and had even stated that "I will not repeat the mistake of calling the troops."
But since the protesters have started attacking oil tanker drivers, carrying fuel to Kashmir, and stopping passenger buses besides some carrying pilgrims to Amarnath, troops had to be called to take control of the national highway.
Official sources said that the decision to initiate firm measures against those indulging in violence had been taken after the Government realised that the situation had assumed alarming dimensions after bigger crowds openly defied curfew restrictions and attacked police stations and Government offices.
It has also been decided to seek assistance from the Army and Air Force for carrying essential items including fuel to Kashmir if the movement of trucks was affected by the strike of the drivers of oil tankers and by the stone throwing crowds.
