Civil society expresses grief over losses in Ladakh | | | Early Times Report Srinagar, Aug. 6: A large number of public leaders, government functionaries, organizations and members of civil society have expressed their grief over the loss of lives and property caused by cloudburst and torrential rains last night. Deputy Chief Minister, Tara Chand has expressed profound grief and sorrow over the loss of precious human lives and property in flash flood triggered by cloudburst. He expressed sympathy with the affected families and wished speedy recovery to these injured in the calamity. Instructions have been issued to the district administration for undertaking rescue and relief operations on war footing, and extending specialized medical assistance to those injured in the calamity, he added. Minister for CA&PD and Transport, Qamar Ali Akhoon expressed deep sorrow over the losses in Leh and Kargil districts of Ladakh Division. In his message, the Minister conveyed his heartfelt sympathies with the bereaved. He said the Government is at the job and rescue operation has already been launched for providing all possible assistance to the stranded people, adding that the administration has geared up its men and machinery for the purpose and is also monitoring the situation round-the-clock. He directed the district administration of both the districts to provide immediate relief to the affected people and asses the damages caused for sanctioning compensation. Minister for Ladakh Affairs and Finance, Mr. Abdul Rahim Rather has expressed profound shock and grief over the enormous loss of life and property due to flash floods that struck Leh town and some adjoining areas during the intervening night of August 5 and 6, 2010. He has expressed heart-felt sympathy with the bereaved families and prayed for the speedy recovery of the injured persons. He assured all possible assistance to the victims of this natural calamity and urged both the State and district administration to immediately activate men and machinery to provide relief to the affected people. He has called for early restoration of public services, telecommunication and road links in the town and other affected areas. Mr. Rather has also directed the district administration of Leh and Kargil to assess the loss of life and property immediately so that urgent measures are taken to provide relief to the victims. Mr. Rather has also expressed his grief over the loss of precious human lives in a tragic road accident in Bhadarwah yesterday and prayed for eternal peace to the departed souls and speedy recovery of injured persons. In an emergency meeting at its HQ, Shahidi Chowk, PCC expressed its shock and grief over the tragedy caused by last night’s cloudburst and torrential rains in Leh that caused the death of about 100 people and injured many more. It urged the government to press all available means into service for the rescue, relief and rehabilitation of beleaguered people. It urged for special rehabilitation measures keeping in view the magnitude of the tragedy. The meeting was attended by almost all senior leaders of PCC. In a joint statement issued on Friday, former Chief Minister and patron of PDP, Mufti Mohammad Sayeed, and the president Mehbooba Mufti expressed their grief over the loss of life and property in the devastating flash flood after a cloudburst in Leh. The leaders expressed their sympathies with the bereaved families and prayed for the speedy recovery of those injured in this natural calamity. They asked the State Government to provide all possible assistance and relief to the affected people. Prof. Bhim Singh, Chairman-JKNPP has expressed deep shock on the most tragic happening in Leh where more than 100 people have died in flash floods caused by cloudburst in Choglamsar area of Leh District of Ladakh region in J&K. He urged the PM to provide necessary help, and assistance for rescue operations and rehabilitation of the uprooted families. The Panthers Party also conveyed condolences to the families and the people in Ladakh region on a tragic natural calamity... Prof. Bhim Singh also mourned the death of passengers in the fateful bus in Doda District near Bhaderwah last evening. He demanded that traffic and transport should be handled by an autonomous body and not by the corruption ridden uniformed personnel of traffic police department... He demanded appropriate compensation for the families of the deceased without any delay.
Expressing grief and sorrow over the loss of lives in different areas of Leh caused by natural calamity BJP State President Shamsher Singh Manhas impressed upon the State government to provide immediate relief to the victims of natural calamity in Leh... He said in the light of the magnitude of the disasters, it becomes the duty of the government to direct the administration to work on war footing for relief and rehabilitation of the affected people and make sure that all basic and essential commodities are made available in abundance. The government should also set up temporary health centres in the affected areas and give free medical assistance to the needy persons besides taking all possible steps to check the outbreak of diseases. Manhas further asked the government to issue immediate instructions to at least one cabinet minister to remain stationed at Leh to personally supervise all the operations related to rehabilitation, relief and distribution of necessary commodities till people re-start their routine life. CPI (M) State secretary and MLA Kulgam, Mohammad Yousuf Tarigami has expressed deep shock and grief over the loss of life and property due to cloudburst in Leh. While expressing sympathies with the bereaved families, Tarigami has impressed upon the government to take immediate measures for relief and rehabilitation of affected families. He also demanded that till permanent rehabilitation measures are put in place, the affected families be provided with food and shelter Former Minister for Ladakh Affairs, Thakur Randhir Singh NCP chief J&K state has expressed his profound shock and grief over the massive loss of life and property In Leh because of cloudburst, heavy rains and flash floods last night. Mr Singh, who was instrumental in opening up the Ladakh region for tourists in early 1970’s that paved way for speedy development of this region on modern lines, urged the state and the central governments to take all possible measures to launch rescue and relief operations. He recalled that during a similar tragedy that had hit Rajouri–Poonch area in 1970, as special dispensation the affected families were provided special compensation on the initiative of Mr Singh and demanded that same provision of natural calamity be applied to the affected families of the Leh. Mr Singh demanded Rs 10 Lakh cash and government job be provided to next of kin of all those who have lost their lives in this tragedy, besides providing Rs 2 Lakh to each injured person. He further said that full compensation be paid for the loss caused to standing crops , agricultural land, livestock, houses, commercial establishments and other property of the affected families. Abdul Majid Wani, MLA Doda, while expressing grief over loss of human lives due to devastation caused by cloudburst at Leh yesterday, has requested the state authorities to expedite rescue operations. Unfortunately, a number of poor labourers from Doda district, who were in Leh to earn their living, are also among those dead and seriously injured. Reportedly, nine dead bodies of poor labourers from Hanch, Jodhpur and Gundna areas of Doda district have been traced so far, whereas whereabouts of hundreds of other labourers are still not known. They are feared to be either killed or incapacitated badly. All civil as well as police administration should be put into action for relief and rescue operations. Indian Army jawans should also be put into action and Indian Air Force Helicopters should be deployed for search and rescue operations as well as air lifting the critically injured to hospitals at Srinagar, Jammu or Chandigarh. It is a tragic natural calamity and search and rescue operations in an integrated as well as professional manner need tube launched forthwith. Wani also made an appeal to the Chief Minister to announce ex-gratis relief of Rs. 5 lacs and Rs. 1 lac respectively for all poor labourers of Doda district who were either killed or injured in yester night’s cloud burst at Leh. Showing concern for these poor labourers and their families, Wani said that the people of Doda district are already facing so many problems whether it is loss of lives in unstoppable series of bus accidents, draught or unemployment problem due to lack of industrial activities.
Council for Enviro-Legal Action (ICELA) has expressed shock and concern over the incident of cloudburst and devastation due to rains taking more than 70 lives and 100s injured and missing in Leh town and its surrounding villages yesterday. This appears to have happened because of climatic change brought by human interference in local ecology of the area by an effort to make it green, whereas the area is cold desert one. Once the ecology is disturbed the nature hits back with strange weapons and such catastrophies do happen. ICELA expressed sympathies with the families of those who lost their lives and also those who are injured or missing or suffered loss of their property and urged upon the Union and State Government to provide adequate compensation to the families of the deceased and those who suffered grievous injuries and lost their property.
