Kashmir violence hits assessment of flood damages to crops | | | EARLY TIMES REPORT JAMMU, Aug 6: As a result of continued turmoil in the Kashmir valley the concerned Government agencies have not been able to carry out assessment of the crops that were damaged in the recent floods. Official sources said that instructions had been given to the various Government agencies for carrying out detailed assessment of the losses on account of floods so that those affected by floods were given compensation. In the meantime the Government has kept Rs 3 crores each with the Divisional Commissioners of Jammu and Srinagar for providing fringe compensation to those whose crops were damaged by drought in the Jammu region and to those whose crops and houses were damaged by the floods in the Kashmir valley. Sources said that the amount was to be also utilised on providing compensation to those members of the Gujjar and Bakerwal families whose cattle heads had perished in recent snow storms in the upper reaches of Doda and Kishtwar districts. According to these sources, the official of the Revenue Department have instructed the field staff to carry out the survey of the flood and drought losses so that a preliminary report was submitted to the Government that later needed expert opinion from the departments of Agriculture and Horticulture. They said that as far as the relief under national calamity fund was concerned the assessment report was to be examined by a committee to be headed by the Chief Secretary. Government sources said that the entire state machinery was engaged in the task of restoring peace and normalcy to the valley which has been rocked by over two-month long incidents of violence and killing of civilians. They said the prime task was to set the derailed activities in the offices, banks and the educational institutions back on the rails. They said that assessment of the crops damaged in floods and drought could wait. Minister for Agriculture, G H Mir, while referring to the crop losses owing to floods and drought said that the farmers in Jammu and Kashmir should accept the crop insurance scheme that had been introduced in the entire state since last year. He said those who had accepted to bring their crops and orchards under crop insurance had not to wait for the Government to complete the assessment and receive relief or compensation
