| Gross violation of Govt orders in Rajouri | | | EARLY TIMES REPORT
RAJOURI, Aug 8:In violation of High Court and a dozen government orders, School Education authorities in Rajouri district has allegedly failed to rotate staff engaged in Sarva Shiksha Abhiyan (SSA).

iksha Abiyan scheme as Zonal Resourse Person (ZRP), Cluster Resourse Persons (CRP) and DRGs has put question mark on the functioning of the department where general teachers alleged monopoly of these teachers in the scheme. There are also reports of funds allegedly being misappropriated by some officials enjoying long stay under the scheme.
Giving examples sources said that the there are more than 12 orders for replacement of staff under SSA scheme after performing two years of service.
Vide order No Edu/SPD/SSA-28131-33 dated 17-04-2008 in which government had clearly instructed the authorities to rotate all those employees engaged in SSA who had completed his or her stay under the scheme. Earlier to this government order, sources said that Order No 12387-92 and Order No 357107 dated 26-12-2007 were also violated by the department.
Sources further said that vide Order No DSET/W 328-39 dated 16-05-2009 Director School Education Jammu had issued strict instructions to Chief Education Officer Rajouri for implementation of direction of High Court and Govt bearing no Edu/SE/NC/2007 dated 23 -06-2007 but despite lapse of 3 years, the order has allegedly not been implemented . “Though some teachers have been rotated but the authorities adopted pick and choose policy in implementing the order”, sources said.
It is pertinent to mention here that there is a clear cut guideline in the SSA about the basic qualification for engaging teachers in the scheme. As per norms, a Zonal Resource Person (ZRP), must have post graduate degree besides he should have masters grade whereas a Cluster Resource Person must have trained graduate degree. However sources in the education department said that there are many simple graduate teachers engaged as CRP and ZRP whereas some post graduate teachers have been allegedly engaged as CRP. “This creates imbalance as a junior man has been given senior rank and senior man has been given junior post”, sources said.
When contacted, Shahbaz Khan, Chairman of Jammu & Kashmir Teachers Forum (JKTF) for Rajouri Poonch districts said that they have also come to know about non-implementation of some government orders for rotating the teachers engaged under SSA scheme. “The teachers who really deserve must be engaged and those who have completed their period should be replaced”, he said.
Meanwhile District President of JKTF Vinod Sharma has also expressed anguish over non-implementation of government orders. He said that there is lot of imbalance in the engagements of these teachers as ZRP, CRP and DRG in Rajouri. “Authorities have not taken qualification and seniority in the consideration and some junior teachers are engaged as ZRP & DRG while senior teachers are working as CRP which is clear violation of the rules”, he added demanding immediate rotation of these teachers.
Chief Education Officer Rajouri Gurucharan Singh admitted that they have not rotated these ZRPs and CRPs due to the reason that they were trained and they had to give training to the new people. However he said that he has sought details from the Zonal Education Officers for rotation of these officials. “I assure you that I will issue the orders within one week”, Gurucharan Singh said.
