BSNL to set up 104 towers on Indo-Pak border | | | EARLY TIMES REPORT NEW DELHI, Aug 9: In order to ensure telecom connectivity in the Indo-Pak border areas in the country, Bharat Sanchar Nigam Limited (BSNL) has proposed to set up 104 telecom towers in the vicinity of Indo-Pak border in the states of Jammu & Kashmir, Punjab, Rajasthan and Gujarat during the year 2010-11. While informing this in Lok Sabha today, Minister of State for Communications & Information Technology, Sachin Pilot said that BSNL has to seek permission/approval from Army authorities for setting up of towers in the above said border areas. The minister also said BSNL is optimizing its network continuously for its performance. In reply to another question, Sachin Pilot said that the Telecom Regulatory Authority of India (TRAI) has been conferred with powers to make a complaint in court for taking cognizance of any offence punishable under the TRAI Act, 1997 or the rules and regulations made there under. It can also make recommendations to the licensor for revocation of licence of a service provider for non-compliance of the terms and conditions of the licence. Till date TRAI imposed financial disincentive on 8 service providers viz M/s Vodafone, Reliance, Bharti, Tata, Spice, BPL, MTNL and Aircel for noncompliance under Telecom Unsolicited Commercial Communications Regulation, 2007. He also said that TRAI has submitted a proposal seeking more powers. Government has not so far taken any final decision in this regard. In order to ensure seamless interconnection, TRAI has been monitoring the level of congestion at the Point of Interconnection (POI) between various service providers, against the benchmark of less than 0.5 per cent prescribed by TRAI for this parameter, on monthly basis, said Pilot. On many occasions TRAI expressed concerns over the level of congestion between the networks of service providers. The minister said TRAI had issued show cause notices to six service providers in whose network the number of PoIs with congestion had increased during the period October to December 2005. Some of the service providers and Cellular Operators Association of India (COAI) had challenged these show cause notices before Telecom Dispute Settlement and Appellate Tribunal. Tribunal vide judgment dated February 25, 2010 had directed the petitioners to file reply to the show cause notices to TRAI and also directed TRAI to take appropriate decisions thereon.
