PDD daily wagers being forced to work without wages | | | EARLY TIMES REPORT JAMMU, Aug 14: Engaged with a promise of regularization, daily wage employees of power development department are without wages since the last more than one year. Besides, state government is yet to take a decision with regard to their regularisation. State government engaged daily wagers to redress the shortage of 24,000 employees in the power development department. They were appointed around 15 years ago and have not been regularised so far. Daily Wagers maintain that there is shortage of around 24,000 employees in the department but PDD authorities are neither recruiting fresh daily wagers nor regularizing those who have been working in the department since the last 14 years. "Around 6000 employees are working in PDD. Out of which 2485 are Daily wagers and remaining 3515 are need-based employees. The daily wagers have pending salary of 12-15 months while need basis employees have 30 to 40 months' pending wages," asserted another daily wager. He added that 2845 daily wagers joined the department 15 years back and remaining 3515 need basis employees are working since the last 10 years. Another daily wager said that they joined the department, hoping that they would be regularized after seven years but after completing more than fifteen years in the department, they are yet to be regularized. Talking about the work manual, he said that daily wagers have to work as helpers of permanent staff but the situation is completely different. "There are many divisions on which there are negligible regular employees and entire working is being overseen by daily wagers. For e.g. at receiving station of Tarlokpur, there are 9 employees out of which 7 are daily wagers and 2 are permanent," added the daily wager. He further infirmed that receiving station of Go-Manasa is another station where 4 daily wagers are looking after the entire work. "There are numerous examples of stations and units which are maintained by daily wagers but without wages," said another daily wager. He said that former Development Commissioner Power R.K.Seli outrightly informed them that none of their wages are pending with the department. "Finance department regularly sends the wages of daily wagers to PDD department but departmental officials are not giving the same to the employees," claimed the daily wager. They added that the last batch of daily wagers who completed seven years of service were regularized on March 31, 1994 and after that, none of the daily wager has regularized so far. They added that Rs. 2100 is being paid to them on consolidated basis. "You cannot manage your family with this meager amount. Most of us already over-age and hence possibilities of shift are very few," an agitated daily wager said. Daily wagers stated that they are fighting for their genuine demands from last many years. They said that former Chief Minster Mufti Mohammad Sayeed, Ghulam Nabi Azad, countless ministers and departmental officials gave them assurances but none dared to take a concrete step forward. Daily wagers warned the state government that if their genuine demands which include regularization, benefit of SRO-43, Insurance policy, enhancement of wages are not met within shortest possible time, they would be compelled to launch a massive agitation, entire responsibility of which would be on the state government. |
