Little public civic sense, government apathy ruining parks, gardens | | | Early Times Report Jammu, Aug 16: Of late, parks and gardens in Jammu have come up at many places around giving an impetus to the city in terms of ornamentation with the nature glory. However, the maintenances and development of theses have not lived up to desired yardsticks that are weathering away the sheen off this magnificence. “Since there is significant development in nurturing park and gardens around the city, we have now more space to reach out in the healthy resources for a stroll, with children having more and happy access to the beauty and bounty of the nature; quipped Upainder Sharma, resident of Rehari and frequent visitor to many parks and gardens of the city. But on its developmental front, the morning walkers about its performance as natural habitat Ajay Sharma, Secretary morning walkers association chipped in with a view on this” A substantial amount was spent by JDA in renovating the park at Pacca Talab at Rehari Chungi some three years ago, but there after no authority turned back to see the withering fate of this park which needs fencing on the top priority to keep away stray animals barging into it and ruining its flora and fauna”. He further added that morning walker themselves are taking care about its maintenance in every possible way. Ram Parkash, a retired govt. employee residing next to the park at Janipur lamented that the park has become a garbage dump for household waste as people don’t care for civic sense. “Besides, when Jammu Municipality is not concerned about its maintenance and proper keep, people hardly bother to keep vigilant for its sanctity,” he said adding a rider: Loitering and gambling in the parks, particularly in the one at Rani Talab near Sabzi Mandi is a routine phenomenon;’ On the other end of the city in the posh locality of Gandhinagar, the green belt park is undergoing face upliftment whereas the small parks and gardens within the interiors give a pitiful and forlorn picture. A retired floriculturist when approached issued a pathetic comment about the non-seriousness of govt in this regard. “Despite having the best agro climate zone in our state, we are lagging in creating resources for maintaining the parks and gardens to their actual ambience. Acute shortage of staff and irregular supply of funds leave the endeavors go haywire. No doubt there is urging demand for flora and fauna of the state at international forum even, but the squeezed opportunities from govt. front has left everything waiting for,” he said. It is pertinent to mention here that since the department of floriculture having been bifurcated into two units of Jammu & Kashmir the strength of employees has not been adequately enhanced which is telling upon the working of both including that every employee is overburdened with additional responsibilities of executing 2 to 3 natures of jobs. Since the department is under the direct control of Chief Minister Omar Abdullah’s office and being enquired about his interest in providing the resources as well as other amenities for the smooth functioning of the department, a soured in the department remained tight –lipped. Though the maintenance inclusive of cleanliness of the parks and gardens fall purely under the department’s jurisdiction, however on warding off menace of gambling, loitering and garbage dumping, one may hold public civic sense for the wrong.
