Need for reassessment of proper manpower resources | Is our Police Force overstressed and overstretched ……? | | EARLY TIMES REPORT Jammu, Aug 16: There may be scores of reasons analysts and observers are attributing to the shoe hurling episode but the story also calls for focus on a larger picture -the state of mind of the Police force in the trouble torn J&K. Beating up of culprit Ahad Jan, an ASI by the SSG and suspension of as many as 15 more cops that too of a junior level are the steps which only antagonize the perspective needed to look at the things carefully in terms of the functioning of the Police for the last two decades. The biggest question which both the government and the authorities of Police Department need to ponder over and reassess as to how best they can have proper utilization of resources within the department. The tragedy of the Police Department in particular and at the level of governance in the state has been that people at the helm have been dealing with a policy of 'adhocism' vis-à-vis functioning of this most vital organization. Even if intermittently there have been some saner voices from the bosses within the organization as how things could be corrected, the governments have paid little or no heed , though intentions of bringing about improvement have been expressed occasionally. The fact remains from top to down hierarchy, the functioning has been that of the 'run of the mill' pattern with no changes , not even to the changing circumstances. The utilization of the manpower resources , on the contrary has been going on in such a way for years which has only pushed the lower level cadres to the wall. It is besides the point that Abdul Ahad Jan is a mental wreak or was motivated into such action by the rival politicians- the theories which administration has been actively working on during the last 24 hours. Nobody can condone the angle of security lapse into the story. Nor will any superficial enquiry into the matter yield anything till the people at the helm will go into the related aspects in an in depth manner. His background and earlier charges of suspension certainly matter when it comes to assessing where things went wrong. But assessment on a larger picture only shows that serious functioning of the Police Force in this sensitive state has been taken for granted by the political and administrative bosses alike. Their mode of working and basic roles have been negated from time to time as per the requirement and convenience of the "bosses". The fact remains that the Police Force by and large at this point of time is an overworked, over stretched force whose strength for the basic role has depleted over the years as their capacity and strength has been utilized for the purposes which are not meant for them. A large chunk of them have been used for protection of protected persons, where in most of cases they end up usually not less than serving as domestic helps, no exaggeration in the fact. The protected person syndrome in context of militancy and threat perspective has eaten up the vitality of the actual functioning. In other words it the wastage of manpower and wrong management of the resources that has been ailing the Police Department for a long time. Their role in the anti militancy and even in maintaining normal law and order has either been under estimated or simply never given a serious thought by the successive governments. There are no avenues of training not to speak of equipping them with modern gadgetry. The net result is demoralization, frustration and a feeling of inferiority complex which is reflecting day in and day out in many other undesired forms , sometimes seen in anti national and subversive tendencies. |
