EARLY TIMES REPORT
Jammu, Aug 16: Since the separatists have not accepted the terms and conditions laid down by Prime Minister, Manmohan Singh, for the r esumption of dialogue with all those who are on the other side of the fence the state and the central Governments were planning for an offensive against those indulging in violence.
Official sources said that that after the Government had exhausted all its options for motivating he separatists and groups of youth for giving up the path of violence it was left with no other alternative but to deal firmly with the protesters indulging in violence and stone throwing against the security forces. Chief Minister, Omar Abdullah, has told people that he would see to it that security forces did not fire a single shot once protesters stopped indulging in acts of violence and sabotage.
Sources made it clear that the central Government has conveyed to the state authoities its willingness to send additional companies of paramilitary forces in case the situation demanded. Already more than 20 companies of security forces were rushed to Kashmir a fortnight ago.The state Government has requested the union Home Ministry not to withdraw those companies of paramilitary forces that were sent to Kashmir only for Amarnath Yatra duty after the forces became free their duty after 10 days. The state authorities want to retain those forces for dealing with the law and order situation.
Senior police functionaries said that as a result of resurfacing of militant activities in parts of the Jammu region following upswing in the level of infiltration from across Poonch,Rajouri sectors and from across the International Border there was need for deployment of additional companies of police and paramilitary forces for flushing out infiltr ators who had taken shelter in the nearest border villages. They said some agencies across the border were guiding groups of militants, oper ating in the Jammu region,on kicking up communal conflict. They said it had become very necessary for checking this nefarious design which required increased deployment of security forces and sleuths of various state and central intelligence agencies.
They said that as long as civilian unrest and violence continued in the Kashmir valley it will have its impact on the security scenario in the Jammu r egion. In fact agencies across the border have directed militants and others to target Jammu so that the current concentration of security personnel in the valley was reduced by shifting some of the forces to the Jammu region. The police functionaries disclosed that additional police Nakas wer e being set up in various sensitive areas, including the major highways and district road ar teries so that movement of militants and other antinational elements was checked. They said instructions had been given to the police and the paramilitary forces to carry out round the clock patrolling in sensitive areas so that militants were unable to carve out hideouts and new bases.(eom)
