Without getting panicky Delhi need not take any hasty decision on Kashmir | | | EARLY TIMES REPORT Jammu,Aug 17: Initially groups of people used to follow the calender framed by the separatists as far as the days for the shutdown and days for normal business was concerned.Now a stage has come when these very demonstrators,protesting against killing of civilians,do not strictly follow the calender.This was evident on Tuesday when under the instructions of the separatists the shops and banks opened,passenger transport ser vices wer e back in the streets giving a semblance of normalcy.And all of a sudden violence erupted in several areas forcing the Government to reimpose cur few restrictions in Anantnag,Mattan,Trehgam and other towns. The violence erupted after news went round that one civilian who was injured in police firing on August 13 had succumbed to injuries this morning.In the over t wo-month long agitation and civilian unfrest there are wheels within wheels making it difficult for the Government to handle the situation.The irony rather tragedy behind the entire sordid drama is that people want end to civilian killings and in doing so they resort to violence leading to more deaths.Protest rally and violence against the death of one civilian in police firing on June 11 has resulted in the deat h of o 59 civilians during the last 67 days. Yes,the situation is complicated.When the protesters have resolved to continue indulging in violence there cannot be any end to more killings.And if the protesters also aim at securing early settlement of the Kashmir issue or Azadi they ar e mistaken because the issues cannot be settled in a day or two.What is then the way out when not only the political par ties,including the National Conference,the Congress,the PDP,the BJP,the Panthers Party,but the Congress led UPA Government are highly worried over the developments in the Kashmir valley. Political analysts talk of three alternatives.(1) Place the state under the Governor's rule so that the angry crowds of people get one satisfaction that the man,Omar Abdullah,who had not done anything to prevent security forces from opening fire on protesters.It may give them a saddistitc satisfaction as imposition of Governor's rule could add to the political uncertainty.(2)The centre should continue to lend full moral,political and mat erial support to the Government headed by Omar Abdullah so that a feeling gets gener ated in Kashmir that "come what may Omar will not be removed."This could break the chain of violence and discourage separatists and their supporters in planning to dictate terms to the Government.(3)The Government of India should immediately resume the process of dialogue with Islamabad and in between improve the atmosphere within the valley so that the separatists had no hesitation in accepting an invitation for t alks. These very analysts say that placing the state under the Governor's rule could later delay the retoration of democracy to the state.And resuming t alks with Islamabad at this juncture could be misconstrued as Delhi's weakness which may motivate Islamabad to demand a pound of flesh from the dialogue.And since the situation in Kashmir was not so conducive as could encourage the Government to wit hdraw troops and repeal the AFSPA the Kashmiri separatists may not agree to join the dialogue process initiated by Delhi. According to these analysts,any solution that Delhi opts in order to end turmoil in Kashmir be first discussed and debated with top leaders of all the political part ies at the national level and within Jammu and kashmir.Delhi should not panic and take any hasty decision. |
