Open School fate hangs in balance as Valley turmoil refuses to die down

JAMMU Aug, 19: State Open School, which was scheduled to be re-launched on June 10, 2010 by the Jammu Kashmir Board of School Education (JKBOSE), is victim of present situation in the state of Jammu and Kashmir particularly in the valley of Kashmir.
Pertinently the concept of the Open School was introduced in 2003 by then Education Minister Harsh Dev Singh with the launch of the State Open School. But this could not last for longer period, as it ceased to exist.
The decision for revival of the open school was taken in April 2010 and preparations were started for its re-launch.
The department ordered the printing of prospectus worth lakhs of rupees for the open school to a valley based printer.
But unfortunately the violent protest erupted in the first week of June and all the economic activities of the valley came to grinding halt.
According to the sources that now this re-launching has deferred by few days and the JKBOSE authorities have given a new date of September 15, 2010 of the re-launching subject to improvement of the situation.
Interestingly if the situation remains the same, how this open school could take off successfully when exams were scheduled to be held in the month of February is a point for pondering. There are again chances of the wastage of the current academic session of the open school.
Also reports stated that entire material was ready for the disbursement to the students but admissions are not going to start in present scenario on scheduled dates.
It is pertinent to mention here that open schooling is meant for students of down trodden strata of the society, who cannot attend the school for different reasons.
As per different reports, more then 70 percent students join distance mode of education for their degrees.
Prof Desh Bandhu Gupta on whose initiative the open school was to be re-launched is retiring on October 15, 2010. After that what will happen to the project is yet to be seen.
When contacted, Chairman JKBOSE Prof Desh Bandhu Gupta said, “We are committed to launch the open school in current session on the guidelines of National Open School,” He also added that the launching was delayed for some days because some basic documents are under printing.
He further said that only students of 10th class would be incorporated in the open school and also they have notified the study centres for the same in all over the state.
