Damaged houses in Ladakh to be restored by October end, assures govt | Rather reviews relief, rehabilitation works | | Early Times Report SRINAGAR, AUGUST 24: The damaged residential houses in the twin districts of Leh and Kargil due to the recent cloudburst and flash floods would be restored by the end of October 2010 and the requisite construction material dispatched to the area very soon. This was decided at a high level meeting convened here under the chairmanship of Minister for Finance and Ladakh Affairs, Abdul Rahim Rather today to review the Ladakh supplies. It was also decided to take up the work of temporary restoration and permanent construction of damaged public infrastructure in Leh and Kargil so that the same is completed in a time bound manner. Minister for Tourism, Nawang Rigzin Jora and Minister for Industries and Commerce, S. S. Slathia were also present in the meeting. The meeting held detailed discussions on the availability of required construction material in the affected areas. Earlier, the meeting was informed about the two types of damages caused by the flash floods, damage to the public property and private property. The meeting was also apprised that the Prime Minister, Dr. Manmohan Singh, during his recent visit to the flood hit areas announced a relief of Rs. 2 lakhs for fully damaged houses and Rs. one lakh for partially damaged residential houses from out of the Prime Minister’s Relief Fund. The meeting was told as the damages are colossal affecting heavily public infrastructure viz bridges, water supply schemes, roads, irrigation canals , there is immediate need to release funds so that it is restored on temporary basis. It was told that the losses have to be assessed properly so that a detailed report is projected before the center for immediate release of funds. As the PMO itself is monitoring the relief and rehabilitation work through a High Powered Committee. The committee has been tasked to monitor day to day progress of the reconstruction programme. It was informed that the priority of the Government is to reconstruct the damaged houses within two months for which the requisite material has to be dispatched to the affected area very soon. First consignment shall be reaching to the area upto 5th of September, 2010, it was decided. Cement being the key construction material and tentatively 3 lakhs cement bags are required for district Leh and 2 lakh for Kargil. It was told that 30,000 available bags of cement and 1000 mt of Iron will be dispatched to the area by the SICOP. In addition to it, the J&K Cement would also dispatch 90,000 bags out of which 50,000 bags would be transported to Leh and 40,000 bags for Kargil. The meeting also divulged that adequate quantity of timber would also be dispatched to the area by the Forest department on daily basis and 10,000 cft of timber would be dispatched by 5th of September 2010 to the region. The meeting was informed that JKSRTC has kept 100 trucks on stand by mode for transportation of the construction material to the affected areas. Sufficient quantity of Bitumen, CGI sheets and Steel have been kept available in the area for construction purpose, it was told. While addressing the meeting, Rather stressed upon the officers to make coordinated efforts to meet the requirements of the affected people. While speaking, the Minister for Tourism and Culture, Nawang Rigzin Jora also underscored the need of making available the above construction material for the affected people so that they are able to construct their houses within the prescribed period. The Minister for Industries and Commerce Mr. S.S Slathia assured the meeting that adequate stock of construction material would be dispatched to the region within next three days. Commissioner/Secretary , Planning and Development, B.B.Viyas, Divisional Commissioner, Kashmir, Naseema Lanker, Managing Director, SICOP, Special Secretary, CAPD, Director CAPD, Conservator Forests, MD, SFC, Chief Engineer, R&B Kashmir, Registrar Cooperatives, MD, JK Cements, besides other officers also participated in the meeting
