Japan declines to fund Rs. 600 cr Natural Resource Management Project for J&K | First casualty of Kashmir violence | | Syed Junaid Hashmi EARLY TIMES REPORT JAMMU, Aug 24: Citing continuing turbulence in Kashmir valley as the only reason, Japan has declined to give go ahead to the Rs.600 crore Natural Resource Management Project (NRMP) proposed by Jammu and Kashmir government in the year 2007. Sources said that the refusal to go ahead with the project was conveyed to the representatives of the Jammu and Kashmir government by the Japanese delegation during a meeting at New Delhi on August 20, 2010. They said that the Japanese team cited violence in Kashmir valley as major impediment for going ahead with the project. Sources further said that the Rs. 600 crore project was submitted to the Japanese government in the year 2007 by the then government for approval and funding. Looking at the then profile of the state due to return of peaceful atmosphere, sources said that Japan had in the year 2007 readily agreed to go ahead and finance the entire project. They further said that the project was meant for sub-regions within the regions of Jammu, Kashmir and Ladakh. Sources disclosed that during the meeting with representatives of J&K govt, Japanese delegation as well as the Union finance ministry both expressed serious reservations over the situation in Kashmir valley. Confirming this to early times, Commissioner/Secretary Forest Shantmanu said "They have withheld project citing security reasons since the major portion of the project is to be implemented in the rural areas of Jammu and Kashmir. We have told them that it is temporary phase and would be over soon. We are hopeful of their consent once the situation improves." He added that paper work along with other legal formalities is going on and would be completed soon. "They are eager to finance the project for Jammu and Kashmir. Union finance ministry has also assured us of their help in resolving this issue with Japanese government. But all would depend upon the situation in Kashmir valley," added the commissioner/Secretary. Meanwhile, officials in the forest secretariat said that the Japan is unlikely to fund the project if the security situation does not improve. "We are hopeful but then, an international firm would not like to invest money in a project which would be located in a violence hit area. The firm has so far on several occasions proposed to finance part of Natural Resource Management Project (NRMP) for Ladakh region but expressed serious reservations over Jammu and Kashmir regions," added the official of forest department. |
