Woes of CRPF personnel posted in terrorist infested-Kashmir | | | RUSTAM EARLY TIMES REPORT JAMMU, Aug 24: It is very difficult for our soldiers and CRPF personnel to work in the terrorist-infested Kashmir. Ask any CRPF officer if he is willing to accept posting in Kashmir, the answer would not be in the affirmative. Why because our dedicated and committed soldiers and CRPF personnel and officers know there would be none in the South and North Blocks who would come to their rescue in the event of the vested interests in and outside the establishment in the communalized and radicalized Kashmir launching a vilification campaign against them or accusing them of violating the "human rights" of the civilians. Because they know they would ultimately become the scapegoats and because they would be blamed for every death that takes in Kashmir. It has been happening. It is no more a secret. They are being booked, penalized, harassed, humiliated, and sometimes even transferred even before they complete their tenure, which also means a stigma. The truth, in short, is that they are being accused of going berserk; they are being accused of firing above the waist with the intent of killing "innocent"; they are being accused of killing innocents at will. They always remain under the constant threat of a murder case against them all the time. It is ridiculous. Is this the way to treat the security forces? You would make use of them and then you will blame them. And, still our soldiers and CRPF personnel are accepting their posting in Kashmir because they are disciplined and committed to the protecting and advancing the national cause in Kashmir. They are all doing a splendid job, working very hard and discharging their duties for 17 to 18 hours a day. The last two months or so have seen vested interests in and outside the establishment, including the so-called mainstream leaders, separatists of all varieties; "human rights" activists; "opinion-makers"; every Tom, Dick and Harry; and who not denouncing the soldiers and CRPF personnel in downright language and accusing them of "perpetrating barbarities" on the "innocent" and "unarmed" Kashmiri civilians, including women and children. You may put in any amount of effort to find if anyone in Kashmir or anyone among the "human rights" activists so far has ever taken cognizance of the fact that the unruly mobs comprising hooligans and instigated and motivated women with small kids with them have been attacking the CRPF personnel and their bunkers, pelting stones (read sharp-edged boulders) on the CRPF personnel and doing everything that could provoke them to take action in self defence, you will come out of this exercise minus everything. They have not taken cognizance of this fact. Nor would they take note of it in the future as well because taking cognizance of the activities of the unruly mobs would mean the defeat of the Kashmiri separatists who have been playing their politics over the dead bodies of Kashmiri Muslims. Ironically, even the State Governor has indirectly accused the security forces of using excessive force on the unarmed protestors. Just look at the Governor's address to the people on the eve of the Independence Day and you will see for yourself that things have gone wrong everywhere. On the contrary, these vested interests, including those in the government who are responsible for the maintenance of law and order and at whose behest the CRPD personnel are deployed or redeployed to take on unruly mobs and maintain peace, have been seen approaching the Government of India and demanding stern action against the alleged "violators of human rights" in Kashmir. Most of the time, these vested interests apply different yardsticks - one for the state police and another for the soldiers or the CRPF personnel, besides CRPF officials, who have been discharging their duties in a vary difficult situation or against heavy odds, including the political interference. Take, for example, the recent decision of the Omar Abdullah-led government to appoint a commission of inquiry to look into the circumstances leading to some killings in Kashmir and fix responsibility. Where was the need to appoint a commission of inquiry? The Chief Minister, who also happens to be the Home Minister and who, in addition, heads the Unified Command, knew everything. He knew that things had gone out of control. Still, he appointed this commission, overlooking the fact that his administration had not only given shoot-at-sight orders and clamped curfew across the valley - curfew that continues unabated, leave aside a couple of days during the past two months when there was no curfew. Didn't he institute that inquiry commission against himself as the actions of police and the CRPF personnel were his actions? Had his advisors given him a sane advice, he would not have appointed the inquiry commission, which has yet to commence its work. (To be continued) |
