SVO arrests proclaimed offender from Delhi

JAMMU, Aug 25: The Kashmir wing of the state vigilance organisation (SVO) has arrested a proclaimed offender from Model Town area of north Delhi.He was identified as Vivek Duggal, son of late Bal Raj Duggal of Neib Sarai, New Delhi. He was apprehended on August 22, police sources said.He was involved in FIR Nos -- 05/2009 and 27/2009 -- registered
against him at SVO, Kashmir.
During investigation, it was found that Vivek, in league with some officers of J&K handicrafts corporation, had misappropriated about Rs 2 cr sanctioned/released by the office of handicrafts development commissioner, union textile ministry, New Delhi, for
participation of the corporation in international exhibitions at Dubai, New York, Atlanta and California. he investigation revealed the handicrafts corporation had not
participated in the aforesaid exhibitions and the amount shown to have been spent on such activities, had been drawn against fake bills/vouchers by Vivek and the officers of the corporation under a conspiracy.
Sources said after his involvement figured in the scam, several notices were served upon him under section 160 of CrPC, but he did not appear before the investigating officers and continued evading arrest for the last about one year.On July 7, arrest warrant was issued against him by the court of additional sessions Judge, anti-corruption, Kashmir, the sources added.
After he came to know about his arrest warrants, he fled home and went underground. To evade arrest, he also filed an application before the New Delhi high court through his counsel for an anticipatory bail.
However, when the court denied him the bail, the application was withdrawn by his cousin. On a tip-off, he was arrested by SVO sleuths from Bijli Cottage at Derawal Nagar in Model town area of north Delhi on August 22. The SVO team was led by Inspectors Mohammad Rafi Parray and Abdul Rashid Mir.
He was brought to Srinagar and produced before the court of special judge, anti- corruption, Kashmir. The Court remanded him to SVO custody till August 31.
