Survey shows no to hike in MPs salary
8/27/2010 6:07:56 PM
A recent survey, carried out after the Government sanctioned 300 per cent hike in the salaries of the Lok Sabha and the Rajya Sabha members, revealed that while 70 per cent, covered under the survey, had stated that the MPs got more than they deserved,22 per cent said that even before the hike the salary was enough for the work they do and only six per cent favoured raise in the salary on the plea that they get less than what they deserve. Those who carried out the survey had asked one question whether hike in salary will reduce corruption. The answer was quite intresting. As many as 87 per cent people covered under the survey had stated that the level of corruption will not get reduced and only 10 per cent people had said that raise in the salary will reduce corruption.Yet another question drew interesting reply. Those covered under the survey were asked whether hike in the salary will attract better talent to politics 60 per cent people had stated that it
will not and only 28
per cent were sure that rise in salary will bring talented people to the Parliament.Well this time members of the Parliament were dead set to seek enhanced salary. And when the Government announced nearly 300 per cent hike they were dissatisfied. They bargained for more and ultimately got another Rs.10,000 per month increase in their constituency allowance. If the rate of inflation is to be kept in view MPs and members of the state legislatur es are not to be blamed if they have been seeking better emoluments and perks. But their argument for raise in salary because their counterparts in the developed countries receive hefty sums of money as their salary they forget that it costs in any European country anything between Rs,1,000 and Rs.5000 for a hair cut when the same exercise may cost between Rs.10 and Rs.50 or Rs.100 in India depending on the nature of the saloon. One should not feel surprised when one is told that a number of MPs and
legislators invite roadside barbers to their houses for a hair cut or shave.Though the monthly salary of the members of Parliament has been raised from Rs.16,000 to Rs.50,000 it is still meagre but they need to feel satisfied when one counts the rumenarative perks including free t elephones and transport etc.As far as the status is concerned MPs ranK higher than secetaries, including the cabinet secretary, in the central Government and as such they desrve higher salary than the secretaries who draw anything between Rs.70,000 and Rs.80,000 per month. When one compares the salary and other perks the legislators in Jammu and Kashmir receive it is on a much lower side when compared to the total emoluments MLAs in Delhi Assembly may receive. On an average the new salary proposed for Delhi Assembly MLAs is Rs.90,000 against the old rate of Rs.42,000.The ministers are entitled to Rs.125,000 per month against Rs.46,000.Similarly constit uency allowance has been
raised from Rs.8,000 to Rs.25,000 and Rs.25,000 as house rent if they are not provided free and furnished Government bunglow or flat.Besides this they will have Rs.5000 for telephone reimbursement.Several MPs and legislators opine that since people belonging to the constituencies they represent in the Lok Sabha and the state Assemblies they have to spend a lot on entertaining their voters which also calls for hike in their salaries and perks. They also say that secretaries and other top ranking officers in the states and in the central Government have not to entertain people in large numbers and they draw handsome salaries after the implementation of the 6th pay commission report. The framers of the American constitution had recommended that judges be paid the highest salary in the coluntry so that they remain honest and impartial. This is what one expects from legislators and MPs after the recent hike in their salary and perks. They are
human beings and if bureaucrats are able to serve till the age of 60 it is not certain for legislators and MPs to get reelected to the Houses after the next elections which is als a factor that calls for better emoluments for these people.(
