PM keep open options of dialogue and firm measures | | | After what the Union Home Minister, P.C.Chidambaram, said at the conference of police heads in New Delhi on Wednesday and the statement of Prime Minister, Manmohan Singh,at the same conference on Thursday the centre seems to be more perturbed over the current Kashmir turmoil than the acts of violence in the Maoist infested areas in various states in the country.It is so because of the international ramifications the Kashmir issue has been carrying. It is no longer a secret. If nine to 15 civilians get killed in one day in police action in any state in the country one does not hear even a whimper from any corner of India. But if even one civilian dies in the police firing in Kashmir roars from across the globe are heard. There are two reasons for it.One is that being the muslim dominated area even a minor excesses being committed by the security forces in Kashmir attracts attention in scores of Islamic countries in the world. It is so because Pakistan over the years has been able to build an image of leadership among the Islamic countries on the basis of its nuclear weapons.Since China and America have been trying to keep Islamabad in good humour for separate reasons no wonder that Beijing and Washington show their interest in meddling in the affairs of Kashmir. China wants support of Pakistan not only for promoting sale of military hardware but for creating a wall of scare around India. Similarly Washington wants to promote friendship with Islamabad so that it is able to have its military bases set up in Pakistan and increase its sale of military weapons and other goods. Secondly,since Kashmir is being projected as a disputed territory there is no bar on any country or any community on raising its voice against human rights violations. Those who do it should focus their attention on various Islamaic countries, including Pakistan,Afghanistan and the middle east where the human rights violations,over the years, have touched a new high.Despite problems being createed for the state and the central Government by the separatists both Delhi and Srinagar have not run amock while dealing with protest rallies and stone pelting incidents. Whenever security forces go beyond their brief, that too under compelling circumstances, they are either chided or punished by the Government. It can happen only in India.It can happen only in Indian Kashmir.While expressing deep concern over the Kashmir developments Chidambaram and Manmohan Singh have avoided being on the offensive.While the former is in favour of reaching to the protesters through the medium of dialogue the latter has suggested to the security forces to use non-lethal weapons as the main tool for crowd control measures. Manmohan Singh has been a votary of the process of dialogue but he had stated,on many an occasions,that talks could begin with Kashmiri separatists, protesters and those heading the Maoist groups and Naxals provided they shun the path of violence. So far there has been tentative and weak response from both the camps. And till they come forward for talks Prime Minister wants effective measures against those indulging in violence and subversive activities.This way he has kept both the channels open, the channels of dialogue and the channels of effective crowd control in Kashmir and in the Naxal affected belts in MP,West Bengal, Bihar, Chhattisgarh, Orissa and other states. Even knowing that there would be no furore if the Indian security forces initiate firm measures against the Maoists and the Naxals the Prime Minister has said that these Maoists are citizens of India. He has urged them as he has been urging Kashmiri separatists to come forward for talks. If they delay in accpeting the offer of dialogue those who indulge in violence may have to suffer serious consequences. It would be better if the Government of India provide huge quanities of non-lethal weapons to the security forces deployed in Jammu and Kashmir. |
