Rules, norms continue to remain 'shelved' with Cultural Academy affairs
Up gradation ordered to cover up 'lapses'…..?

Jammu, Sept 11: J&K Academy of Art, Culture and Languages, which has always been in centre stage of controversies for one or the other reason has added more 'feather' in its cap loaded with irregularities and brazen violations of rules for the past so many years. The 'practices', astonishingly have not ended with present incumbent on the coveted post of Secretary. The 'legacy' of favoritism in appointments, promotions and all sorts of irregularities, which he inherited from his predecessors who enjoyed full political patronage in such acts, are being continued in many ways, if not in the same manner and as brazenly, bringing disrepute and discredit to the literary institution.
While the Academy has been ruthlessly trampling upon the norms and rules in making appointments at all levels in much dubious manner, the latest act which has raised many eyebrows in almost all quarters is the order of up gradation issued by the Secretary Zaffar Iqbal Manhas. To a lay person the order reflects up gradation of pay scales and categorization in cadres but the 'real' story is more than what appears normal . For one, by issuing this upgradation order, the authorities at the helm have 'relieved' themselves from the 'pestering' lot of officers\teachers who have been decrying injustice meted out to them in terms of denial of promotions, up gradation etc as authorities overlooked their seniority factor while 'pushing ahead' the 'blue eyed sycophants'.
The authorities by taking this step of 'up gradation of posts' have also tried to hush up the blunders\ mistakes have been made over the years by the 'dubious' Secretaries who have 'ensured' meteoric rise of few within no time at the cost of those who have been sitting on same posts for over one decade, in some cases for 15-16 years. For instance there are a couple of officers in the executive line who have risen to post of the Additional Director from mere clerk within no time while there have been seniors looking on and on for some 'elusive' justice'. Some officers in the latter category have been forced to knock the doors of Court or seek claims through some channels. "It is in the wake of such claimants the authorities have now been trying to undo injustice….but in the entire process they are again making mistakes…..there are lapses even though the order of upgradation has been seen as showing clubbing some officers or bring them at par with others….", said a source.
Interestingly, in a bid to cover up the lapses, the authorities in the up gradation order have shown certain posts as 're-designated' to justify the up gradation of pay scales. The lapse in the step remains that while there are only three posts of additional secretaries, by redesignating the posts , the authorities in a way have created the posts in the similar cadre and scale. The order issued on August 30 last, interestingly also states that upgradation in favour of the incumbents mentioned (both executive officers including additional secretaries and editors of different publications and the instructors and others) will be in the personal capacities and will cease to exist once the incumbents are promoted in normal course or retire on superannuation.
However, most brazen aspect of the order remains the mention almost in a manner that amounts to warning rather than cautioning, that upgradation in respect of the officers at serial number two and three (both gazetted) will take effect from the date of unconditional withdrawal of claims, whatsoever and writ petitions by the incumbents in the respective High courts of Jammu and Srinagar.
