Jammu, Aug 22: After severely reprimanded by High Court for its failure to submit the status report on government clerical employees' pay anomalies issue, the Government has now scheduled a meeting, but invitation for the same has been extended only to selected employees' unions. Interestingly, even the petitioners have not been extended the invite. Sources told Early Times that the High Court took serious notice on the petition filed by Jammu Kashmir Ladakh All Department Clerical Staff Association on the issue of pay anomalies of clerical cardre and had directed the Government to submit the status report which farmer failed to comply with and consequently, a case was filed by the petitioners against the Government for contempt of Court in which court in strong words directed the Government to file fresh status report at the earliest. "Now Government of Jammu and Kashmir has called a meeting on August 24, 2016 and invited Non Gazetted Employees Union leaders of Civil Secretariat to discuss the pay anomalies of Clerical Cadre vide order No. A/Misc (2010)-644 dated 18-08-2016 but did not call the petitioners who were striving for the employees' cause for the last more than five years," they alleged further adding that calling Civil Secretariat Union leaders for proposed meeting and ignoring the other stakeholders clealy shows the dubious intention of the government for the resolving the issue. They said that the meeting called by the Govt with only selective leaders is just eyewash with aim to submit status report to the Court for which it was reprimanded and ignored the main stakeholders. Sources further said that members of Jammu Kashmir Ladakh All Department Clerical Staff Association had filed a petition in Court to get justice for removal of pay anomalies of clerical cadre especially outside the Civil Secretariat on the basis of which the present pay anomalies committee was constituted. They further maintained that the Government must have called the petitioners for the discussion as the employees working outside Civil Secretariat are being meted out with discrimination like in promotions the avenues of clerical cadre outside the Civil Secretariat are very poor. Outside Civil Secretariat hardly 20-30% of the Junior Assistants reach to the post of the section officer at the time of retirement whereas in Civil Secretariat a junior assistant gets promotion timely and reaches to the post of Section Officer/ Account officer/ Assistant Director (Planning). |
