15 years on, 'influential' clerk sits on Edu Deptt scams
Posted as school headmaster, works in ZEO's office

RAJOURI, Aug 22: Fifteen years on, an "influential" clerk posted at office of Zonal Education Officer, Lower Hathal here is not being transferred as he happens to be privy to multiple scams worth millions that have been executed by the office of the ZEO over the years in this frontier district.
Officials said the "influential" clerk who enjoys patronage of some politicians and senior officials, on papers stands transferred to be working in school but he continues to be work in the office of the ZEO.
As per official records, even though the clerk is posted as Head Master at Middle School Thanda Pani, he continues to serve as main clerk at the office of the ZEO.
Officials said around a year back, Mishindri Lal was formally transferred as the clerk for the office of ZEO. Though Lal has been posted in the office, he is not being given the charge of clerk "but asked to do other miscellaneous work."
Sources said Lal once fed up of being denied the charge of clerk he is bound to get, typed the detachment orders of the "influential" counterpart. "But the orders were never executed," the sources said.
Sources said the "influential" clerk is privy to scams worth millions and has been hiding all the embezzlements through his "skill of maneuvering the accounts to hide scams. In many cases this office has issued payments for works, which actually were never executed on the ground. Let a vigilance probe be ordered," the sources said.
Sources said if the "influential" clerk who is part of such scams hands over the charge to anyone else, it will open can of worms for the Education Department.
The concerned Chief Education Officer, Muhammad Altaf is in know of the matter. A fortnight back he told Early Times that the matter was being looked into. But there has been no breakthrough yet.
While the CEO declined to take calls from Early Times, the concerned ZEO defended as to why the "influential clerk was not being relieved." "Basically we need his services at times," she said.
