Jammu, Sept 19: More skeletons are tumbling out from the cupboard of Rural Development Department (RDD), as apart from additional charges of blocks to BDOs, more than four dozen blocks in Jammu division are being headed by the Panchayat Inspectors or Mukhya Sevika.
Sources said that presently 52 out of total 148 blocks are being headed by Panchayat Inspectors and Mukhya Sevika.
"Adhocism in the department has nurtured under the patronage of politicians, and three hilly districts of Jammu division are worse victim of in charge system, where 50 per cent of blocks are being Panchayat Inspectors" said an official of the department.
"In Udhampur district there are 17 blocks, out of which eight blocks are being headed by Panchayat Inspector, one by Mukhya Sevika while other eight blocks are being headed BDOs, that too with additional charge. In Ramban district six out of 11 blocks are being headed by the Panchayat Inspectors and in Reasi district seven out of 12 blocks are being headed by Panchayat Inspectors, one by Mukhya Sevika while four other blocks are being headed by Panchayat Inspectors", they said and added that the department is implementing a number of programmes in rural areas for poverty alleviation , employment generation, rural infrastructure , provision of basic minimum services and others.
They further said that over 30 percent blocks in Jammu district are being run by Panchayat Inspectors.
"Six out of 20 blocks in the district Jammu are being headed by Panchayat Inspectors, while other blocks are being headed by BDOs that too with additional charge ", they added.
"In Samba district total 9 blocks out of which two are being headed by Panchayat Inspectors, in Kathua district five out of 14 blocks, in Rajouri five out of 19 blocks, in Kishtwar district four out of 13, in Poonch three out of 11 blocks are being headed by Panchayat Inspectors, one by Village Level Worker and seven blocks are being headed by BDOs", they added.
