Who embezzled Midday Meal Funds? USTA slams Govt over delay in release of ReT teachers' salaries | | | Asif Iqbal Naik Early Times Report
Jammu, Feb 25:- Though government of Jammu and Kashmir claims that even a single penny provided by Centre for implementation of Midday Meal scheme in the state was utilized, the teachers associated with the scheme in Kishtwar district have not received transportation charges and other charges for the last five years, raising the question--- who embezzled Midday Meal funds? As per the details available with "Early Times", the Midday Meal charges in some cases of Kishtwar district are pending since 2010-11. As certain areas of Kishtwar district are without any road connectivity, the carriage charges for one quintal rice range between Rs 1500-2800 but same was denied to the teachers serving in these unconnected areas. These teachers had spend money against carriage charges on transportation of the Midday Meal Ration. They said that the incharge of the Midday Meal from time to time raised the demand of providing the material from nearest government ration deport, but same was provided at Zonal headquarters of each Education Zone, thus putting extra burden on state exchequer and also on their pocket as they are yet to receive transportation charges. They urged up on the concerned authorities to look into the issue on humanitarian grounds and take stern action against the officials if they were found involved in any kind of embezzlement in Midday Meal scheme. Meanwhile, J&K United School Teachers Association (USTA), Kishtwar unit, held a meeting under the chairmanship of its state executive member Sirajudin Ahanger in which the participants including SSA teachers, ReT teachers and other teachers showed strong resentment against the government for delaying the release of their salaries and termed the government policy as condemnable. While addressing the meeting, Din said that due to non release of their salaries, they were finding it hard to run their families. He said that all the teachers had unanimously decided to come on roads if their pending salaries and Midday Meal charges were not released before March 1, 2015, adding that not a single penny had been paid to them for the year 2014-15 including the transportation charges which are pending since 2010-11. He said that some schools in zone Inderwal had not been paid charges for the year 2010-11. He said that SSA teachers are without salaries since Nov 2014, ReT's are without salaries since September 2014, EVs converted to ReTs then regularized had yet to receive salary arrears of above five months pending from 26 June 2013 to Nov 2013 and 3rd teacher salaries are pending since Nov 2014. He said that the union government had unanimously decided that in case previous pending Midday Meal charges including transportation charges and ingredients charges were not be cleared by the department, teachers in charge for Midday Meal would not lift rice for this financial year. He said that if the salaries of the teachers were not released by March 1, 2015, they would lodge protest in front of Deputy Commissioner's office at Kishtwar March 3. Other teachers who participated in the meeting were Chander Rathore, Jaffer Bhawani, Kuljeet Kumar, Pyare Lal, Tanvir Bhawani, Jagdish Raj, Mohammad Saleem Sheikh, Balwan Singh, Sri Chand, Abdul Lateef, JP Sharma, Tariq Chapoo, Khurshid Ahmed, Gurvinder Singh, Irshad Ahmed, Baber Hussain, Abdul Hameed and Yasir Rashid. |
