After 9 month delay, GAD announced dates Elections of Civil Secretariat Non Gazetted Employees Union on March 10

Jammu, Feb 25: After the direction from Raj Bhavan and the delay of nearly nine months, the General Administrative Department (GAD) Jammu and Kashmir Government today announced the dates for the election to various posts of Civil Secretariat Noz Gazetted Employees Union.
As per the details available with Early Times, Asgar Hussain, Additional Secretary to the Government GAD vide notification No. GAD (Adm) 107/2014-I dated 25-2-2015 issued notification for holding of Civil Secretariat Non Gazetted Employees Union election for one post of President, Vice President, General Secretary, Secretary, Publicity Secretary, Treasurer and 20 post of Executive members.
"In suprsession of previous notification on the subject issued under endorsement GAD (Adm)/107/2014-I dated 28-08-2014, the election to the following office bearers of J&K Civil Secretariat Civil Secretariat Noz Gazetted Employees Union shall be held on 10-03-2015" read the GAD order.
As per the schedule, the election for all the posts will be held on 10th of March 2015 while the date of filing of nomination papers will be 2-3-2015 to 4-3-2015, Date of scrutiny of nomination papers has been fixed as 6-03-2015, and date of withdrawal of nomination has been fixed for 7-03-2015. The election timing has been fixed from 11 AM to 4 PM at civil secretariat Srinagar for those who will be on duty/leave to Kashmir on the poll day, while for the employees of winter Secretariat (Jammu), the timing will be 9.30 AM to 4 PM.
The dates for Civil Secretariat Non Gazetted Employees Union was announced only after the intervention of Governor's Secretariat after Ghulam Rasool and group submitted its representation to the Governor praying for holding elections.
Endorsing the representation of Ghulam Rasool and Group, O P Baghat Additional Secretary to Governor vide letter No. GS-Prpl.Secy/T/2015-283 dated 14th of February 2015 directed the GAD to consider the representation for appropriate consideration as the representation submitted by the Ghulam Rasool and Group is self speaking (Terming the demand of holding election as genuine).
Meanwhile various non gazetted employees of civil secretariat blamed the previous Omar Abdullah government of failure in addressing the long pending demands of secretariat employees .
While talking to Early Times, many employees rued that many a long pending demands of the secretariat employees have not been addressed during the tenure of previous government and previous employees' union. They said that they will vote to a person who will come forward to fight against nepotism, favouritism, under table culture and had a mission to bring transparency, accountability and positive change in the system and to rise above the horizon created so far in this civil Secretariat.
