No progress on major initiatives proposed to remodel city | Jammu's Master plan-2021 | | Kunal Shrivatsa Early Times Report Jammu, May 15: Even as Jammu has grown from leaps and bounds in many spheres since the introduction of its first Master Plan in 1974, however, some of the key proposals made in the next Master Plan-2021 to further improve the infrastructure of the capital city have either been altered or not at all taken up as yet although only five and a half years are left over in the time period of current Master Plan. Though few of the recommendations made in the Master Plan-2021 are duly approved by the government but still they may sound harsh to a section of the society in Jammu as it was proposed in the Master Plan to shift the historical Sri Ranbir Higher Secondary School and Government College for Women, Parade Ground from their existing locations so that more open spaces could be carved out in the walled city. The Master Plan-2021's page number 81 under Sub-Para 6.9.11 with heading Special Area clearly mentions, "Near the Secretariat, Ranbir High Secondary School and Women's College are proposed to be shifted and these sites developed for parking and open space respectively." However, both these educational institutions are still functioning from their respective present locations despite Master Plan- 2021's suggestions were made way back in 2004 and it looks like there is least possibility of their shifting to some other place in the city which means the proposal has gone haywire due to the machinations of the authorities. Similarly, the Master Plan-2021 had proposed, "the DC's office is proposed to be shifted and the area thus vacated is to be developed as green." But, again the proposal has met the same fate as till now the DC office is functioning from its existing location at Wazarat Road and hardly any efforts are made to make alternate arrangements for a new location as suggested by the Mast Plan-2021. Now, if one more proposal is to be looked upon then the similar story is getting repeated as the proposed shifting of Kanak Mandi is yet to see the light of day. The proposal was made so that a green area could be developed after relocation of Kanak Mandi. The Master Plan-2021 said, "The Kanak Mandi is proposed to be shifted to new areas being developed as part of the Master Plan and the area thus freed may be developed as green." The buck doesn't stops here as the proposal of shifting Forest Department office from its existing location so as to create a parking lot there. "The Forest Department office is to be shifted and the area developed for parking," reads the Master Plan-2021. If no decisions had been taken on the proposals mentioned here, there is one recommendation that got altered from what was originally proposed in the Master Plan-2021. The Master Plan-2021 had proposed to dismantle the erstwhile Silk Factory at Resham Ghar Colony for developing the area as green. But, instead of grooming the area with greenery, a concrete jungle has come up on the site as Super Speciality Hospital, J&K Public Service Commission Office and Income Tax Colony were constructed on the land where once Silk Factory was located. "The Silk Factory which is a sick unit and has dilapidated buildings is proposed to be dismantled and the area developed as green which will provide the lung space for the old city area," a proposal of Master Paln-2021 reads. |
