Jammu, Aug 4: Mending 'blunder' of his subordinate officer, the commissioner Secretary Power Development Department (PDD) revoked all transfers of JEs and AEEs, allegedly made in violation of rules. Moreover all powers relating to transfers have been withdrawn and same would be exercised by next higher authority. According to documents available with Early Times the commissioner secretary has revoked four orders of transfers in with which prize posting was extended to blue eyed officers, while all power related to transfer of employees have been withdraw. "The department had received a complaint, on June 6, 2016, alleging violation of the transfer policy on extraneous considerations, in the transfer order issued by Ashwani Gupta, in-charge SE, presently holding the additional charge of the post of Chief Engineer, EM&RE Jammu", documents divulged. The document further divulged that the complaint was verified through Development Commissioner Power (DCP), J&K. "In-charge CE vide Nos. 122 of 2016 and 124 of 2016 dated 2/5/2016, no. 131 and 132 of 2016 dated 6/5/2016 have been issued in violation of the transfer policy", the DCP remarked. "These order have been issued purportedly "in the interest of administration" but no interest, either of the "general public" or of the "administration" is served by violating a notified policy or accommodating officers from one sensitive posting to another sensitive posting without any justification", government order no 155-PDD of 2016 read. The order claimed that I/c Chief Engineer deliberately violated the rules. "The Chief Engineer was fully aware that the DCP is already in the process of formulating a proposal for transfers and posting of JEs in line with the transfer policy in consultation with Chief Engineer, with a view to ensuring inter-wing and inter-category rotation of JEs", the document read. "The transfers order no 122, 124 dated 2/5/2016 and 131, 132 of dated 6/5/2016 are cancelled and the transferred officers are directed to revert to their previous places of posting", the order read and further divulged an enquiry shall be conducted by the DPC into the allegations levelled in the said complaint. "The DPC shall submit his report and recommendations with 30 days", the order read. |
