Sharma's success depends on meetings with Hurriyat leaders | | | Has since October 23, 2017, when the Central Government appointed Dineshwar Sharma as an interlocutor the security scenario witnessed any improvement? Or has political stability been the main feature of the state of Jammu and Kashmir? Well for restoring peace and for promoting political stability five months are too short a period for Sharma to make his contribution a success. When Sharma visits the valley again it would be his fifth visit as an interlocutor. Interestingly the rivers of Chenab and Jehlum did not set on flames soon after Sharma's first visit to Kashmir. Well there are many stakeholders as far as the Kashmir issue is concerned. And for both internal and external dimensions of the Kashmir issue Pakistan is a key player that too since its supported militancy related violence in the state. In fact the Pakistan sponsored terrorism took roots in Kashmir in 1989 and within two to three years it spread to the region of Jammu with Pakistan Army or Rangers trying to violate the ceasefire on the International Border. Hence for internal dimensions separatists continue to play a lead role. This way if Sharma is not able to meet the Hurriyat leaders his appointment would meet the fate similar to those negotiators including K.C. Pant, N.N. Vohra and the three-member team of negotiators led by Dileep Padgaonkar had met in the past. Dineshwar Sharma, is set to visit the Valley soon. It would be his fifth visit to the state since he was appointed special representative on Kashmir by GoI in October last year to renew the dialogue process. Despite the fact that Sharma is ready to talk to everyone. The Hurriyat leaders too are welcome to hold talks with Sharma. He seems to be evasive whether he would invite Hurriyat leaders when he reaches Srinagar. Is a question that bothers even the main stream political leaders. Hitherto, he has been able to meet mainstream political leaders but as far as internal dimensions are concerned the separatists are an important stakeholder. Without meeting the separatists it is not possible for Sharma to secure restoration of peace and political stability. During his earlier visits Sharma had tried to engage Hurriyat leaders in the process of dialogue but there was no success. And these separatists are play a vital role is indicated by the way normal life gets paralysed whenever separatists give a call for shutdown and for staging protest rallies. And these calls for frequent which has affected traders, transporters and those connected with tourism. The tourism industry in Kashmir is in shambles since 1990 and in between groups of tourists visit the valley but the fluid security situation forces them either to cut short their visit or canel their reservation in hotels and houseboats. Sharma says when in Kashmir his doors are always open for everyone. Because he is coming to Kashmir to talk to every shade of people. He, however, didn't elaborate about the schedule of his visit. "I will reach Srinagar on February 22. After that I will accordingly plan about the number of days and activities," he said. Stating that he has decided to avoid media, Sharma said, "I am doing my work. Let me complete it first. I don't want to land in any controversy". He said was "very much satisfied" with his visits to the Valley. About 200 delegations have met Sharma during his first three visits to valley. Sharma may claim to be satisfied with his visits because he could meet 200 delegations comprising traders, transporters and mainstream political leaders. He has not been able to meet any Hurriyat leader except that Prof. Abdul Gani Bhat had a secret meeting with him which triggered conflict within the conglomerate with hardliners telling the moderates to expel Prof. Bhat from the conglomerate. Now that the Al Qaeeda has established its foot in the valley warning Hurriyat leaders against playing secular political role has already caused a scare among the separatists and under these circumstances they m ay not meet Sharma. And if Sharma is unable to meet separatists his mission may end in a failure. |
