JU clandestinely regularizes 3 project officers against 2 posts: JYF

Jammu, Feb 23: Taking serious note over the issue of alleged nepotism in the regularization of three Project Officers against two vacancies in University of Jammu (JU), Jammu Youth Forum (JYF) today sought high level inquiry by the Central bureau of Investigation (CBI) into the matter.
Addressing a press conference here today Deepak Kumar, president JYF said that project officers - Dr. Pallavi Sachdeva, Dr. Bharati Prabhakar and Dr. Sandeep Singh-were appointed in the Centre for Continuing Education and Extension (now Department of Lifelong Learning) on 'contract' basis against the two advertised posts in February 2009. All the three Project Officers were appointed on a consolidated salary of Rs 15000 per month. "They were appointed on 'contract' basis against the two sanctioned posts.
The 'syndicate' endorsed the wrongdoing of the past without going into the merits of the case which shows that the Financial Advisor of the varsity did not apply his mind and acted as a rubber stamp," he said.
Documents further revealed that after two years of service, Dr Bharati Prabhakar approached High Court of J&K and filed a writ petition (SWP) for her permanent absorption. However, Naresh Padha, the then Registrar, University of Jammu after considering the entire case of the petitioner on merit issued an order vide No. Adm/TW/2011/4355-59 dated 4-10-2011 and rejected her claim and decided to contest the case, he added. Surprisingly, University of Jammu for the ulterior motives did not file the objections in above two writ petitions and lingered the matter for 8 long years that too when a firm decision had already been taken by the two Registrars.
In other words, the "Legal Cell" of the University of Jammu, which is now allegedly being headed by a tainted officer, did not apprise higher authorities of the factual position and the matter was placed before the University 'Syndicate' in which important facts were concealed. Dr Sandeep Singh did not approach the court but his representation for permanent absorption was sympathetically considered in the JU 'Syndicate' vide Item no. 110.65, and it was resolved that Dr Sandeep Singh be permanently absorbed against the available post of Programme Officer (now designated as Assistant Professor) on the same analogy and as has already been approved in the case of Dr. Pallavi Sachdeva and Dr. Bharti Prabhakar on the same terms and conditions, in the Department of Lifelong Learning.
Deepak flayed the Vice Chancellor for his tall claims on Facebook claiming transparency and equality is demolished by the selective and vindictive approach of the university by not filing the objections for eight years for which Raj Bhawan must take cognizance.
