Absence of fast track courts leaves rape victims in lurch | | | Early Times Report
Jammu, June 23: Catchphrase 'one step forward, two steps back' seems most suitable to explain ill-planning of previous coalition regimes in J&K, as both PDP-BJP government and its predecessor NC-Congress regime, failed to constitute fast track courts to deliver timely justices to rape victims. Both the coalition governments had announced during their respective tenure that the fast track courts would be constituted to deliver justice to rape victims. But the announcement proved a hoax because of huge pendency of cases pertaining to rapes in different districts of the state. The callousness of successive governments could be gauged from this fact that the Union government in its memorandum to the 14th Finance Commission proposed setting up of 1800 fast tract courts in the country wherein five courts were earmarked for the state of Jammu and Kashmir. But due to lack of political will nothing has been done so far, which shows indifferent attitude of PDP-BJP coalition government toward rape victims. Ashok Kumar Randhawa, a farmer said it is the need of the hour to constitute fast track courts for trials of all the rape cases pending in all courts at district level as the number of rape cases is increasing everyday and only fast track of trials pertaining to rape case would provide justice to the victims. Rajinder Kumar, a student of Central University Jammu, said that scores of cases are pending in police stations and courts. And trials of all the rape cases should be fast tracked to minimize the pendency especially in rape cases in the state, and to curb such a heinous crime there is dire need to put on fast track all the pending cases of rapes. Social activist and former Sarpanch, Bhagmal said that to curb such heinous crime against women, setting up of fast track court is need of the hour, but it is possible only with political will which is lack by the politicians of the state. If government fails to constitute them, it would justify the old saying that 'justice delayed is justice denied', he said.
