Driving licenses to be delivered at doorstep through Speed Post

SRINAGAR, June 24: The Motor Vehicles Department will soon deliver the driving licence to the applicants at their doorsteps through Speed posts thus further easing the process of acquiring Driving licence.
This was stated by Transport Commissioner Saugat Biswas during a meeting convened to review the functioning of the department. While discussing the introduction of the home delivery system, Biswas said the move will further reduce the rush of applicants at ARTO offices as the department will deliver the licences at their homes at nominal charges. He said the department has already made the process online as the applicants can apply for the licence online at their home and that the applicant will have to come to the office only for the driving test.
He said in first the project will be launched in capital cities-Srinagar and Jammu on a pilot basis and if successful, the same will be implemented in other districts of the state. He said delivery of driving licenses through speed post will not only convenience the applicants substantially but will also ensure that no fake addresses are used or fake licenses applied for. Biswas informed that the Motor Vehicles Department had been working to perfect the process forthe last few months, and it would be another move towards good governance in the MVD.
During the meeting, the Transport Commissioner stressed on ensuring the ban on entry of unauthorized agents of transport companies in the RTO and ARTO offices. He asked the officer4s to implement the ban on entry of unauthorised agents in letter and spirit.
He asked all RTOs and ARTOs to procure a list of one agent from every transport company who will be issued a displayable identity card by the office of the Transport Commissioner to facilitate as a one-point liaison between the ARTO and the Companies. "No one should be allowed into the ARTO offices without a valid Identity Card," the Transport Commissioner directed. Biswas informed that this step is being taken curb the menacing entry of stray touts into the ARTO offices who reportedly fleece applicants coming in for availing various services.
Biswas informed that all the ATRO offices have notified name of the departmental vigilance officer at three conspicuous places, for receiving all kinds of complaints, including those of corruption. "People are also being informed that the services offered in the RTO and ARTO offices are available online on the Transport Department portal www.parivahan.gov.in and have recently been given out to the CSCs in the State".
He informed that the citizen and commercial services are also available from over 2500 CSC centres across the State since May 2018, and that the citizens can avail of many services from the comfort of their towns, villages and homes.
Biswas also directed ARTOs to identify and nab all commercial vehicles plying without registration and bind them to apply for registration of the vehicles within a timeframe.
He informed that reportedly more than 1500 auto rickshaws are plying on the roads without registration. ARTOs have been directed to cancel trade permits of dealers who are engaging in the selling of commercial vehicles without letters of authority from the Motor Vehicles Department. Furthermore, all ARTOs were directed to penalize transport vehicles plying without valid fitness certificates and permits under the MV Act. Targets have been issued to each ARTO for the purpose.
On the occasion, ARTOs were instructed to ensure availability of Speed Governors in all districts of the State at the lowest possible cost. He informed that the transporters will be accorded every cooperation to get the Speed Governors fitted as per the guidelines in force. However, vehicles not found fitted with Speed Governors will not be issued fitness certification.
The meeting was attended by the Additional Transport Commissioner, RTO and ARTOs of Kashmir Division, RTO Jammu, Director, Postal Department, J&K Gaurav Srivastava, and other officers of the Motor Vehicles Department also through video conference.
