No monitoring of Rural Development schemes despite directives | | | Early Times Report
SRINAGAR, Aug 5: Having been set up to check execution of Rural Development schemes in the state, the monitoring committees have been confined to papers. After the centre took on state government several times over poor implementation of rural development schemes, the government established several committees but without any thing done on the ground over the past few years. An official of Rural Development Department said that the government has set up several monitoring committees in the last few years in view of "poor utilization" of funds and "irregularities" in implementation of centrally sponsored schemes. However, these committees have failed to monitor the utilization of funds of these schemes. "There has been no outcome of these committees. Only committee have been framed," the official said. The government in August 2016 constituted the 'State Level Vigilance and Monitoring Committee' headed by Minister for Rural Development Department. One Rajya Sabha and Lok Sabha members along with several MLAs and officials were made its members. It was tasked to monitor the flow of funds of various rural developmental schemes. It was also asked to strengthen the coordination with various departments for effective implementation of schemes. Since the constitution of the committee, official sources said it didn't monitor the execution of schemes. "Although the committee is without chairman after the fall of the PDP-BJP government, still the members did not take any steps to check monitoring of schemes over the years," the official said. On November 28, 2016, the committee held its maiden meeting, attended by the then minister for Rural Development Department Abdul Ha Khan and few of its members. It was decided to seek status of the implementation of the schemes from the officials. "Nothing such has been done. Even the committee did not check whether any action was taken on the decisions taken in the first meeting," the official said. Similarly, a monitoring committee was also set up at the Civil Secretariat. It had to supervise the rural developmental schemes. The members of the committee were also tasked to conduct regular checks of developmental schemes. The government had also decided that panchayat members of respective villages will identify the developmental works will be implemented under their surveillance. "All these decisions are confined to papers only with any implementation on the ground," the official said. "There is poor implementation of rural developmental schemes in absence of monitoring body," he added. For the last two years, the Union Ministry of Rural Development Department has taken on the state government several times over poor implementation of centrally sponsored schemes especially in the Mahatma Gandhi National Employment Guarantee Act (MGNREGA). In one of the directive, the centre told the state that works which were started few years before were incomplete. The state has achieved very less annual target of constructing Anganwadi Centres (AWC) under MGNREGA. The state was also asked to ensure transparency in schemes in view of complaints about embezzlement of funds in development works. The official said the rural developmental schemes were also affected during the 2016 unrest and state could not complete the works in time. |
