| Early Times Report Jammu, Aug 7: There are several bureaucrats in Jammu and Kashmir who may be experienced but do not fulfil requisite qualification for holding important positions in the state administration. For example, an official who is an undergraduate and his feeding department is Secretariat-II is holding post of Deputy Secretary in Planning and Development Department, sources said, adding that the officer would retire in January 2021 and before that he is likely to get another rank. Similarly, another official from Hospitality, Protocol and Agencies holding a key post. "The officer with 11th pass as his qualification is holding the post of Deputy Director since March 28, 2013 in his feeding department," said sources. They said that apart from undergraduates inducted into KAS, there are several officers who have managed to get themselves inducted into the KAS on the basis of degrees obtained from unrecognized universities and institutes. While expressing regret over loopholes existing in the system, sources said: "Even as several of these departmental promote from feeding services were occupying several top slots in the state administration, several of them were undergraduates and few others were not even undergraduates." While graduation is the basic qualification for direct recruitment in KAS, there is no such criterion for officials being inducted from feeding departments. While sources were privy to name these officials, they categorically stated that several of these officials were inducted due to political patronage and not on the basis of their merit. Posting of these officials at prime positions in the administration over several years has also taken a toll on the working of the administrative machinery. |
