Need to care Flashflood & Mining in Basantar River | | | Rakesh Aathur While traversing Samba city, there occurred a huge stretch of Basantar River at its outer periphery which is comprised of so many distributaries prolonging from towards the different origins giving it a huge shape on confluence of all near about 1/2 km beyond the N.H.1 bridge Samba. Few of the distributaries are leaded from the area like Chila- Danga via Gowal- Choura, Moutlian via Darue, Pappad via Multha- Kanni-Sadyali(Nud), Sumb via Chak -Cholan, Talote- Dub via Kuprian, etc which all may submerge into a huge shaped present Basantar River at an outer edge of samba city. The pattern of the residential along the Basantar River is cruciform village to satellite town like settlement in which the settlement at its outer banks comprising all its distributaries can be seen where the flashflood prone danger can cause its erosive factors in full vehemence. As the stubborn flow of the Basantar River in its channel near samba city is a problematic issue for the administration as well concerned people towards which the concerned department Flood & Control has not paid its secant attention still. Though the beneficial influence of the Basantar River can be seen in the matter of water table efficiency which was rendered a major problem in the surrounding region would have emerged a little less due some favorable measures in this regard. Owing to which the canopy of different species of the trees would have enriched and the dryness of the living pets comprising the wild animals living in the forest areas consistent to it have been garnered to some extent. In the matter of the crop produce it has also shown-up the better remark in crop- varieties grown like Maize, jowar, til, mah paddy plantation in some areas like Sumb, Dub, Talote, Salmah, Penthi, etc along with some citrus fruits like oranges and lemon like orchards would have grown-up in the areas like Penthi, Dub, Chak- Cholan, Dubri, etc. The produce all such crops and fruits like trees comprising mango would have enhanced at its great extent due to the water table rising in the Basantar River areas. But a leading factor which is always remain to be neglected by the concerned department, administration and the ministry concerned there is lack of suitable measures or safeguards for the flash flood like incidents in the catchment areas of the Basantar River during spring seasons. Due to which the regions having dependents upon each other for their daily survival may goes to stop or standstill many- a- times. Among many of the areas there is not so proper lead to make provision of proper conveyance during rainy seasons. Even many of them had severed the pain of losing their kith and kin during flash flood in the catchment areas of the Basantar River for which there is lack of safe guarding factors have been realized vehemently. One such incident have happened in the Talote where present check- dam has been erected where a young man named Bhim Sen Alias Pimbo Ram ( 40yrs) S/O Nago Ram R/O Kaloha would have demised his life, when due to flash flood the structure of the chek -dam has been shattered and crushed this innocent person beneath ruthlessly who left behind a hapless family of old parents along with a hapless widow along with 3 infants in her arms then. And the victimized family members are not been paid- up with the requisite compensation still. Similarly the recent incident happening in the samba Ravi Dass Mohalla from where an innocent child named as kabir who’s age is 10 year S/O Rinku has lost his life recently who was swimming openly in the Basantar River and flash flood have out flown him and after the rigorous painstaking of more than three hours his body was recovered . In addition during last spring season an unknown body of a male person was recovered which was stumbled near Pappad of Nud which was out blown in flash flood from the Manwal region of Udhampur District. All such incidents shows that there is lack of suitable factors or safeguard measures by the Flood & Control Department as well as concerned district administration due to which the innocent people are facing with such jeopardy/ incidents and without any reason they are sustaining so . Owing to which future of many of the survivals of deceased has been also gambled. Alas! There is complete lack of safeguarding measures like flood zoning, trans-seepage, outer bank- bunding, basin- listing , control of flash flood water, etc due to which there is intermittent sedimentation of the agricultural land have been also created in the lower reaches of the Basantar River like Keso-Kamore, Barota- Camp. Rangoor-Camp, Nanga, Balar, etc where thousand acres of land plus with crop acreage goes to vanish due to this free flashflood water in Samba district every year. Many of the farmers would have been rendered landless who had only a source of their earning and survivals for which they are claiming requisite compensation yet. On very close to the banks of the Samba city there may have been occurred with the problems like erosion, siltation, seepage, and devastation of the crops of the poor farmers which may never paid with scant attention by the concerned department and district administration. Perhaps asleep of the concerned department is the outcome problem for the erosion of Barota Camp Bund/ Ditch cum Bundh which had caused the devastation of the local people's resources on a major scale in the respective area of samba district. Therefore, it is necessary to adopt some suitable safeguards to control the flash flood and mining in the key areas to avoid the dangerous and uncertain incidents consistent to the banks of Basantar River. May take care of common people's daily life Unless situation in the Basantar River areas may outgrown with dire situation and department concerned can be answerable for such consequences in near future!. |
