No takers of Govt directives on submitting of property details | Offenders stay unharmed | | Ishtiyaq Ahmad Early Times Report Srinagar, Jan 28: Despite framing of list of officials who have failed to submit the annual property returns, the government has failed to take any action against the offenders. An official of the General Administration Department said that they have framed separate lists of tainted officials and those who have failed to submit the annual property returns details. "The details of tainted officials were collected from various departments. The list was also forwarded to Governor's secretariat for the action," the GAD official said. "Similarly, the list was also forwarded to the government about officials who have failed to submit the details but no action has been taken against them so far," the official said. A senior GAD official confirmed that that lists were prepared after directives by the government. "These were submitted to the government," he said, without revealing any further details. As per Jammu and Kashmir Public Men and Public Servants Declaration of Assets and other Provisions Act 1998, every public servant is required to submit annual returns of the assets held by him and the family members to GAD. However, an official in the Vigilance wing of General Administration Department said that a lot of KAS officers have failed to submit their annual property returns to the government. "Since the Governor rule, many more have submitted their details but still there are many who have not submitted the details," the official said. There are also officers who have submitted their property details but have concealed the market value of their property. In Jammu and Kashmir, the disclosure of property assets of state administrative officers was an effort to curb corruption and bring about transparency in governance. They are also required to indicate the reasons for increase, if any, in the assets and source as per the Act. The Act and Rules provide for imposing a penalty for non-submission of the property returns. If any public servant without any reasonable cause fails to submit the return annually, he or she shall be guilty of committing "criminal misconduct". |
