| ACB books PMGSY officials for executing sub-standard works | | |

Jammu, Feb 9: On the basis of Joint Surprise Check (JSC) conducted into the allegations that officers / officials of PMGSY Division Thathri with regard to construction of 4.5 Km of road from Barry to Gandoh, Anti-Corruption Bureau (ACB) Doda has registered a case against against the officials of PMGSY Division Thathri.
ACB Doda has registered a case under FIR No.02/2019u/s 5(1)(d) r/w 5(2) of J&K P.C. Act, Svt. 2006 r/w section 120-B/RPC against Akhter Hussain Shah, then AEE PMGSY Division Thathri Gandoh presently posted at PMGSY Division Thathri of village Joura Tehsil Thathri District Doda, Irshad Ahmed, then JE, PMGSY Gandoh presently posted at PMGSY Division Thathri of Village Diggi Tehsil Bhaderwah District Doda, Sonu Sharma, then JE, PMGSY Gandoh presently posted at PMGSY Division Doda of Chinchora, Tehsil Bhaderwah, District Doda and Sanjay C. Shah Director M/s Cube Construction Engineering Ltd B.O 618 D/C Gandhi Nagar, Jammu allegations that officers / officials of PMGSY Division Thathri with regard to construction of 4.5 Km of road from Barry to Gandoh sanctioned vide package No. JK04-44, Block Bhalessa District Doda (Phase-V) under PMGSY Scheme.
"Sub-standard material in the execution of said work as also 90% boulders were used in the drop walls and culverts in order to earn undue pecuniary benefits. It surfaced during the probe that construction work on 4.55 Kms of road from Tendla (Jakias) to Gandoh under the said package was allotted for an amount of Rs.242.42 lacs by the contract committee in favour of M/S Cube Construction Engineering Ltd B.O 618 D/C Gandhi Nagar, Jammu, as per the letter of acceptance issued by the Chief Engineer, PMGSY J&K State vide", said spokesman of ACB. Spokesman further said that during probe test pits at certain locations in respect of 4 number of works viz (1) HP Culvert in Km 2nd RD-225, (2) HP it was found that boulders instead of cement concrete mix was found used by the suspects in concrete work. "The officials posted at PMGSY Division Thathri in sheer abuse of their official position and in connivance with the contractor have allowed use of boulders in the execution of said work, for conferring undue pecuniary benefit upon the said contractor in brazen violation of bill of Quantities and Rate contract which has rendered the whole work executed sub standard", said spokesman.
He further said that a net payment of Rs.29,67,531after deducting applicable taxes stand released for plain cement concrete work M-15(1:2 ½ :5) in favour of the contractor, which is contrary to the facts on ground and a loss to the state exchequer. The facts as discussed above Prime facie, disclose Commission of offences Punishable under Prevention of Corruption Act Svt. 2006 and the related offences of RPC against Akhter Hussain Shah, then AEE PMGSY Division Thathri Gandoh presently posted at PMGSY Division Thathri of village Joura Tehsil Thathri District Doda, Irshad Ahmed, then JE, PMGSY Gandoh presently posted at PMGSY Division Thathri of Village Diggi Tehsil Bhaderwah District Doda, Sonu Sharma, then JE, PMGSY Gandoh presently posted at PMGSY Division Doda of Chinchora, Tehsil Bhaderwah, District Doda and Sanjay C. Shah Director M/s Cube Construction Engineering Ltd B.O 618 D/C Gandhi Nagar, Jammu. Accordingly, a case has been registered against the above named public servants and others and investigation taken-up. |
