Ring Road project on agenda HM; New Highway safe for forces movement | | | Early Times Report SRINAGAR, June 26: With an aim of creating hassle-free movement of army and other security force vehicles on Srinagar Jammu highway (NH 44) , sources have told Early Times that taking up of construction work on Srinagar Ring Road project is said to be on the agenda of Home Minister Amit Shah who is on 2 day visit to Jammu & Kashmir from Wednesday. Details available with Early Times reveal that frequent congestion of traffic from Awantipora to Baramulla has lead to chaos among commuters and security forces both. This could have been reduced provided there was an alternate highway, but in-spite of tenders being invited and allotted for the said project (Srinagar Semi Ring Road) connecting Gallandar Pampore with Ganderbal via Chadoora, Budgam , Narbal, Sarai Dangarpora, the work on the project has not been taken up as there are issues related to land acquisition. The affected farmers are not ready to give land for this alternate highway as they allege of being given very less compensation by Government. "Srinagar Ring road can be helpful not only to local commuters, but this will be of great help to security forces going to North Kashmir and Ladakh. The highway will be helpful to Amarnath Yatris as well because they would not have to cross Lasjan bypass via Nowgam , Bemina or Shalteng which are the most congested places that witness frequent traffic jams. The vehicles going to North Kashmir's Kupwara , Baramulla or even Ganderbal or Sonmarg / Ladakh would take left turn at Pampore and move towards Khadermoh , Khanda , Wathoora Chadoora, Budgam , Narbal , Check e Razaq Khan and Ganderbal " said Abdul Majid a local resident of Pampore. In May 2018 PM Narendra Modi had been invited to inaugurate Jammu and Srinagar Ring Road projects but due to non-payment of fair compensation to affected farmers the project is yet to be executed especially in Srinagar. The affected farmers of Jammu are also not at all happy with the kind of compensation provided to them. The farmers have appealed Home Minister Amit Shah to intervene. Pertinent to mention that Rs 939 Crore Srinagar Ring Road project was allotted to M/S RAMKY Infrastructure Ltd on Feb 28th 2018 . More than 16 months have passed the work is yet to be taken up as land owners are not paid compensation . The issue is being seriously viewed by security experts as they want to ensure execution of work as soon as possible because the new highway (Srinagar Ring Road) would also help to reduce the attacks on security forces and incidents like Pulwama Lethpora could be averted. As reported already the National Highways Authority of India (NHAI) is taking up Srinagar and Jammu Semi Ring Road projects . Srinagar project will be connecting Gallandar Pampore with Ganderbal. In the 1st phase, Gallandar to Sumbal project will be taken up and then in the 2nd phase Sumbal -Manigam road link will be executed . Most of the affected district in this project is Budgam as around 4700 kanals of land will be acquired . In Ganderbal 2341 Kanals of land will be acquired. The National Highway Authority of India (NHAI) is executing this project and the said authority has already deposited the required funds into the accounts of respective Deputy Commissioners (DCs) . The process of payment of land compensation had been started 2 years back but this has stopped after farmers went on protests and there were issues between Govt of India and JK Govt. The farmer groups held several meetings with advisors and Chief Secretary but the issue remains unaddressed till date. Ring road "prestigious project" is being monitored by Prime Minister's Office (PMO), but when there was collapse of PDP-BJP Government in J&K and subsequent Lok Sabha elections the priorities of authorities shifted. But after Lethpora Pulwama attack , security agencies are now serious about this road project and that is why the issue has been brought into the notice of Home Minister (HM) Amit Shah |
