Admin wants ACB to fight corruption effectively | | | Ishtiyaq Ahmad Early Times Report srinagar, July 6: All it seems that Governor-led administration wants to make Anti-Corruption Bureau an effective tool to fight corruption in Jammu and Kashmir. The Governor Satya Pal Malik-led administration last year set up the Anti-Corruption Bureau (ACB) for tackling of increasing corruption in Jammu and Kashmir. For its setting, the amendments were made in the Prevention of Corruption Act Samvat, 2006 and Jammu and Kashmir State Vigilance Commission Act, 2011. In the State Vigilance Commission Rules, 2019, the government has removed the clause of Anti-Corruption Bureau, where it was mandatory for ACB to submit hourly reports to SVC. For last few weeks, the anti-graft body has shown a huge presence on the ground. As per the details, it also caught Block Development Officer Sopore red handed while allegedly while accepting bribe. A case has also been registered against Divisional Manager of State Forest Corporation (SFC) Udhampur in a graft case. The ACB also registered cases against several bureaucrats for allegedly involved in corrupt practices. The ACB sleuths recently raided JK Bank offices looking into allegations of fraudulent appointments over the years. The anti-graft has also registered a case against former chairman of the bank. There are allegations of large-scale irregularities in matters related to loans, finances and appointments. The ACB has also registered a case against deputy mayor Srinagar Municipal Corporation, J&K Bank and government officials for "illegal appropriation of subsidy with inflated project cost for establishment of CA storage at Lassipora, Pulwama". The ACB has written to the government that it has received complaints regarding embezzlement of funds in various departments through release of funds repeatedly against already restored works. The anti-corruption watch dog has directed the departments to ensure transparency in developmental works. Following which the government has also issued an advisory that location of all works are fully to be described through GPS coordinates and the photographs before and after execution of work are mandatory produced before making payment. "Further no work should be taken up without administrative approval. The departments should accord administrative approval only after satisfying that same work has not been taken up for execution in earlier years by other agencies," the advisory reads. The departmental heads have also been directed to evaluate performance of their departments on the basis of timeline completion of targets, outcomes of the schemes, priorities fixed, quality of work done, and status of benefits of projects. |
