Jammu, Oct 20: The Agriculture Production Department (APD) has been failed to conduct Departmental Promotion Committee (DPC) of various cadre of employees for the last over three decades, creating total anarchy and officers' posting as well as their transfers has been done on pick and choose basis.
Sources informed Early Times that due to the failure of department to conduct the DPC, seniority lists have not been properly maintained and officers have been posted on primary posts without following any procedure and many juniors have been posted over seniors.
Moreover some of the influential officers have been enjoying transfers as per their whims and fancies, which depicted the state of affairs in the department. The department had issued an order for the elevation of District officers on temporary basis as Chief Agriculture officers vide Govt order no. 118 Agri of 2019 dated 19/6/2019 according to which two officers were posted as Deputy Director Central and Chief Agriculture officer Udhampur.
Surprisingly after only four months, the department issued another order number 178 Agri of 2019 dated 10/10/2019, according to which the Deputy Director Central was adjusted as SMS-1 and CAO Udhampur was adjusted as CAO CAD Jammu. In the same order, another officer, who was working in Sub-Division cadre was again adjusted as Assistant Soil Conservation officer Jammu.
The senior officers were still working in Sub-division cadre while junior officers were posted as District cadre, superseding several senior officers of his cadre, sources said, adding that another order number 179-Agri of 2019, dated 12/10/2019 was issued, according to which an Agriculture Engineer was adjusted as Assistant Director Law Enforcement Jammu, with additional charge of Estate Officer Jammu at Directorate Office Jammu.
The posting of an engineer against the post of Agriculture officers was in violation of the norms, sources said, adding that it was not a single case but several other engineer cadre officers have occupied the posts of Agriculture officers.
Sources further disclosed that an officer to the level of ASCO has been working in Command Area Development since 2011 and enjoying choice postings, who is already facing enquiry in case of Pargwal Canal as pointed by former Director CAD Jammu Rohit Khajuria. "The officer with the help of some senior employees manage to escape from the enquiry file", sources said, adding the senior officers of the department have been paying attention to the Agriculture Engineers due to reasons best known to the authorities.
