SAC approves reorganization of Forensic Science Lab on modern lines, staffing in various disciplines

SRINAGAR, Oct 25: The State Administrative Council (SAC) which met under the chairmanship of Governor, Satya Pal Malik approved re-organization of the Jammu & Kashmir Forensic Science Laboratory (J&K FSL).
SAC approved merging of the existing 4 divisions in FSL Jammu and FSL Srinagar. After the merger, the Narcotics, Chemistry and Toxicology divisions shall be named as Narcotics/Chemical divisions, the Biology, Serology and DNA division shall be named as Biology/Serology division, the Physics and Ballistic division shall be named as Physical division and the Cyber and Documents division as Technical Division. The DNA division shall be a part of Biology / Serology Division of FSL Srinagar.
It is pertinent to mention that J&K FSL has two laboratories, one each at Srinagar and Jammu. At present, both the FSL Labs are handling 4100 cases per annum on an average. With the introduction of modern information technology tools, new patterns of crime have arisen thereby posing varied challenges to FSL experts. The FSL Labs, therefore, require new Forensic Divisions with experts in the relevant fields like voice identification, video authentication, DNA Profiling, Computer/Cyber Forensics etc.
The reorganization of the FSL Lab with adequate manpower in the relevant expert field will esnure time bound investigations leading to speedy trials in courts of law. Besides, the dependence of the Investigating Agencies on the FSL Labs outside Jammu and Kashmir will be reduced to a large extent.
SAC approved creation of 88 additional posts of different categories. The posts include 2 posts of Deputy Directors, 8 posts of Scientific Officers, 12 posts of Assistant Scientific Officers, one post each of Administrative Officer, Private Secretary, Accounts Officer, Assistant Accounts Officer, Section Officer, Accounts Assistant and Head Assistant, 2 posts of Senior Assistant, 22 posts of Lab Technician, 3 posts of Junior Assistant, 4 posts of Lab Assistant, 22 posts of Lab Attendants, 5 posts of Orderly and one post of Chowkidar. The re-designation of existing four posts of Deputy Directors was also approved.
SAC approved establishment of 22 District Mobile Forensic Units in each district including Leh & Kargil, each comprising one Lab Technician and one Lab Attendant. SAC approved creation of 66 posts including 22 posts each of Head Constable, Selection Grade Constable and Constable by corresponding reduction of the same number of posts from the Police establishment.
SAC also approved abolition of the Lie Detection Division and 28 existing posts of various categories.
With a view to addressing the long pending seniority dispute in the FSL, address stagnation at various levels and streamline the FSL cadres, SAC approved creation of 04 supernumerary posts of Scientific Officers from different dates, promotion of 15 Assistant Scientific Officers as Scientific Officers from 10.10.2012 and promotion of 08 Scientific Officers as Deputy Directors w.e.f. 11.06.2019.
