Early Times Report

JAMMU, Nov 22: In another glaring example of deep rooted nexus of corruption involving the officials of Rural Development Department and Panchayati Raj (RDD&PR), a Gram Sewak Rozgar (GRS) who was allegedly collecting the money on behalf of the Assistant Commissioner Development (ACD) and Block Development Officer (BDO) in Kishtwar District was today attached.
The action against the GRS was taken following a written complaint lodged by a Panch and local residents of the block before the SSP Kishtwar and Deputy Commissioner Kishtwar following which Deputy Commissioner Kishtwar ordered inquiry through ADDC Kishtwar to probe the serious allegations leveled against the senior officials of the RDD department.
As per the complaint, the copy of which is available with "Early Times", the complainant Mohammad Shafi (Panch) and Fareed Ahmed requested the senior officials including Deputy Commissioner Kishtwar for making efforts to curb the malpractices and embezzlement of funds in one of the Panchayats in Kishtwar District by enquiring against the GRS who was demanding money in the name of BDO and ACD.
The complainant stated that several works under MGNREGA during the year 2017-18 and 2018-19 have been executed by the job card holders adding that the said GRS adjusted an amount of Rs 1.80 lakhs in his bank account at J&K Bank Branch Sangrambata.
He further stated that the said GRS after that pressurized him to transfer the part of the said amount into two accounts claiming that the accounts belong to BDO and ACD Kishtwar in case he wants further amount to be released in his favour against the works executed by him on account of material payment. He stated that accordingly he transferred an amount of Rs 85000 into the two accounts while Rs 30000 was handed over to the concerned Sarpanch and Rs 50000 to the GRS.
He stated that after transferring an amount of Rs 85000 in two different accounts which according to the complainant belongs to Mohammad Hussain and Saleem Raja besides handing over Rs 30000 cash to Sarpanch and Rs 50000 to GRS, he received another installment of Rs 2 lakhs in his account.
He said that the GRS again exerted pressure on him to withdraw the said amount of Rs 2 lakhs and hand it over to him so that he could further give the same to BDO concerned and ACD Kishtwar which was vehemently denied by the complainant who told the GRS that he is supposed to distribute the same among the job card holders who had actually used the material on ground to which the GRS turned furious and threatened him.
Another complainant who is elected Panch in the said block also claimed that he received Rs 1 lakh in his bank account and the said GRS pressurized him and forced him to draw the said amount which was ultimately handed over by him to the GRS.
The complainant alleged huge corruption in RDD department with active involvement of PRIs and RDD&PR department officials and called for high level probe into the matter so that facts could be made public.
The complainant also met DC Kishtwar and SSP Kishtwar requesting both the senior officials to take appropriate action against the erring officials for threatening the complainant and abusing the government post by making huge loss to the state exchequer.
