Fleet of 116 ambulances to be launched in December: Atal Dulloo

Jammu, Nov 23: Financial Commissioner, Health & Medical Education Department, Atal Dulloo today said that government is committed for providing Comprehensive Emergency Medical Response System (CEMRS) for strengthening of health care sector. He said this while chairing a meeting with regard to Operationalisation of Emergency Medical Response System and 102 and 108 Ambulance Services in Jammu & Kashmir and Ladakh.
About the CEMRS, he said that four people will be nominated at the block level that will serve as master trainers and then they will impart training to two people from every sub-centre. This will constitute a pool of First Responders with Basic Life Support (BLS) skills. The trained manpower would consist the pool of Health Workers, Police Personal, and Students who would provide Basic Life Support to the victims in any medical emergency or trauma.
The FC inspected the Emergency Response Centre (ERC) established by BVG, India, Channi Himmat, Jammu where COO, Bharat Vikas Group, India, Ltd Dr. Dyanneshwar Shelke made a detailed presentation on the functioning of the various sections of the call centre.
While reviewing the progress made in Operationalizing of 102-108 Ambulance Services, FC directed for coordinated efforts so that these would be inaugurated by early December.
Later FC, accompanied by Mission Director, National Health Mission, J&K Bhupinder Kumar visited the workshop established by BVG and reviewed the progress of retrofitting of Ambulances with life support equipment.
The FC said that the 102 and 108 would prove a game changer in the delivery of Public Health Care Services to the patients and emphasized upon the importance of golden hour in saving precious human lives in accidents.
The ambulances would be operated by BVG India Limited with which MOU has been signed.
Under this Project 116 Ambulances consisting of 50 Advanced Life Support Ambulances (ALS) and 66 Basic Life Support (BLS) Ambulances fitted with life support equipment and Vehicle Tracking & Management System (VTMS) will be deployed at various locations which will respond to the calls made on Toll Free 108 number. This Project will also have 300 VTMS fitted Ambulances stationed at various health institutions and will respond to Toll Free 102 number, these vehicles shall shift Gynae & Obstetrics Patients under JSSK Scheme.
BVG has established Emergency Response Centre (ERC) which has adequate capacity of 60 Channels each for incoming lines as well as for outgoing calls. Mission Director, NHM, Bhupinder Kumar apprised that 86 ambulances have already been retrofitted with the life care equipments and the remaining are under process.
The FC was further informed that all necessary arrangements are being made on war footing basis for an early launch of the Project.
The meeting held earlier was attended by MD, JKMSCL Shiv Kumar, Director Health Services, Jammu, Dr. Renu Sharma, Director Health Services, Kashmir Dr. Sameer Mattoo, Director Finance H&ME Department, Mohammad Rafiq, Joint Director Planning, HME Madan Lal, Programme Manager, ERI, SHS, NHM, J&K Dr. Ab. Rashid Para.
