J&K UT may have provision of 15-year residency for owning land | Govt clarifies on prevailing confusion over Domicile issue | | Early Times Report
JAMMU, Dec 15: Though Union Government has categorically denied that there is no move to bring any law on the lines of Article 371 (Domicile Law) in Jammu & Kashmir, there are indications that it may make 15-year residency must for owning land in the newly carved Union Territory of J&K. Union Territory of Ladakh may also be brought under the purview of obligatory 15-year residency. Sources said that the domicile laws may be changed in the near future to make 15-year residency must for owning land in both J&K and Ladakh. The sources claimed that the domicile laws would only be applicable for those who want to buy land for residential or non-industrial purposes. For investors, there would be no hindrance to set up business establishments, industries or factories. The free-hand approach is aimed at attracting investments, which in turn would help generate jobs for the locals. It is in place to mention here that Union Minister of State for Home, G Kishan Reddy and Union Minister of State in Prime Minister's Office, Dr Jitendra Singh had made it clear that government has no plans to introduce Article 371 (Domicile Law) in Jammu & Kashmir. Meanwhile, J&K UT administration also issued a statement today to clear confusion over the Domicile issue. A spokesman of Jammu and Kashmir Government has clarified that there is no proposal under consideration regarding extension of Article 371 to the Union Territory of Jammu and Kashmir. The spokesman said that media reports circulating in this regard are baseless and without any substance. The same has also been refuted by Ministry of Home Affairs as well, the spokesman added. |
