Court rejects closure report of police; Directs SSP to constitute SIT, IGP to take departmental action against IO | | | Early Times Report JAMMU, Dec 26: Parvaiz Iqbal, Sub Judge / Special Railway Magistrate Jammu today rejected the closure report of police in much publicised case of Cheating, impersonation and offence under Prevention of Unfair Means in Examination Act against Superintendent of Jail Rajni Seghal and Vinod Kumar. The court pointing lapses in the investigation lashed out strongly against the IO stating " The present case is a glaring example of defective investigation and the lapses in investigation are not innocent but clearly blameworthy." The court held that "there cannot be more bizarre conclusion to this investigation. Strangely enough, IO has shown scant regards for vital evidence concerning the core issues under investigation." Further " IO in order to give reprieve to the person's involved has manipulated the outcome probably with the hope that his maneuvering of facts and distortion of the outcome will escape the scrutiny of law." The court further directed " a copy of this Order shall be made available to IGP Jammu to appraise him about the sorry state of affairs vis a vis the investigation of important cases where the investigating officers ex facie get influenced and commit culpable lapses by their sheer negligence." The Court after detailing the flaws in investigation 'disagreed' with report and directed SSP Jammu to constitute Special Investigation Team (SIT) headed by officer not below the rank of SP to conduct further in view of the involvement of high ranking police officers. SIT shall complete investigation within three months time. —JNF |
